The European Scout Committee is pleased to share with you the Record of Decisions from our third business meeting of the current Triennium, held in Tirana, Albania, from 11 to 14 June 2026.
During this meeting, our primary focus was to discuss membership development and constitutional matters, financial oversight and budgeting, organisational governance, and partnerships and funding diversification. The Committee also received updates on safeguarding, outreach, and regional support to National Scout Organizations.

During our meeting, we also:
Were joined by the Coordination team and received reports on the progress of the Operational Framework, the evaluation of the All Groups Meeting, and the progress of the Volunteer Management and Monitoring and Evaluation.
Discussed the implementation of the Regional Scout Plan 2025-2028, diving into youth engagement, peace education, and coordination mechanisms, alongside forward planning of timelines and priorities.
Received report from Committee members and the Regional Director.
Received updates on major regional initiatives, events, and external engagements.
Explored crisis management approaches through dedicated discussions and exercises.
Before our meeting, Committee members also engaged in a series of meetings with Scouts of Albania and representatives of national institutions, during which opportunities to strengthen the development of Scouting and youth work in the country were discussed.
The meeting concluded with reflection, evaluation, and agreement on follow-up actions, ensuring continued alignment with the strategic objectives and cohesion of the European Scout Region. The European Scout Committee's next business meeting will take place in the United Kingdom in November 2026.
