The World Scout Conference is the highest governing body of World Scouting, bringing together leadership delegations from National Scout Organizations to discuss the Movement's policies and standards around the world, develop general policies for World Scouting, and take action to advance the Movement.

Held every three years, the Conference elects members of the World Scout Committee, admits new member countries, and selects the venues for future World Scout Events, including the World Scout Jamboree, World Scout Moot, and World Scout Conference.

Conference delegates and observers authorised by National Scout Organizations can attend the event. Delegations usually include International Commissioners who are Scouts responsible for relations with World Scouting and with Scout Organizations in other countries. Each National Scout Organizations can have up to six voting delegates at a World Scout Conference.
