Dear friends,
We are pleased to share an update on the volunteers appointed to the 2024-2027 Operational Framework to support the implementation of the World Triennial Plan and decisions taken during the 43rd World Scout Conference.
A total of 111 volunteers have now been appointed to join the Operational Framework’s workstreams, supporting the World Scout Committee’s Standing Committees, and the work of the three Task Forces, and contribute to specific projects that will advance key priorities for the Scout Movement.
The 111 volunteers were selected from a group of over 400 endorsed applicants through a recent open call focused on implementing the World Triennial Plan. They join more than 200 WOSM Consultants, Youth Representatives, and other individuals already supporting World Scouting’s work across WOSM Services, events, communications, and other activities. Additional volunteers will be appointed throughout the triennium as new needs arise for various projects and events.
The World Scout Committee is committed to ensuring that a diverse mix of volunteers are appointed to the Operational Framework, including a balance of appointments reflecting all five Scouting regions, achieving gender parity and a minimum of 40% of young people below the age of 30 appointed.
So far, 46% of the volunteers appointed are female, and 39% are below the age of 30. We have also made positive progress in strengthening a balance of volunteer appointments across all Scouting regions, with particularly steady growth in Africa and Arab regions.

All appointees have been endorsed by their National Scout Organizations and will receive official appointment letters from World Scouting.
