World Scouting's operational framework outlines the structures that support the governance role of the World Scout Committee (WSC) and the operational teams that enhance the day-to-day work of the World Scout Bureau (WSB). Together, they work to implement the 2024–2027 World Triennial Plan in alignment with the Strategy for Scouting.

To implement World Triennial Plan, the WSC developed an operational framework that brings together WOSM volunteers and World Scout Bureau staff in close collaboration.

Audit Committee 

The Audit Committee supports the WSC in ensuring strong financial governance, overseeing audits, risk management, and financial policies. It also reviews carbon data accuracy, promoting transparency and sustainability across WOSM’s operations.

Constitutions Committee 

The Constitutions Committee supports the World Scout Committee by advising on constitutional, governance, and procedural matters across World Scouting. It reviews amendments to WSC Standing Orders, Regional constitutions, and National Scout Organization (NSO) constitutions for membership, and provides recommendations on policy and structural issues as needed.

Finance Committee 

The Finance Committee provides financial analysis, advice, and oversight to ensure that WOSM operates with the necessary resources to support its programmes and Member Organizations. It plays a key role in overseeing the organisation’s budget, ensuring fiscal responsibility, and maintaining accountability for funding generated through resource mobilisation efforts.

The World Honours and Awards Committee serves as an advisory body to the WSC on all matters related to honours and awards. It also acts as the nominating committee for the prestigious Bronze Wolf Award, the highest recognition granted by World Scouting for exceptional services to World Scouting.

Task Forces

Task Forces support the delivery of specific, strategically important objectives that are time-bound and require input from a diverse range of stakeholders.

Registration Fee 

The Task Force is focused on delivering on Resolution 2024-02 WOSM Registration fee with output to be delivered to the 44th World Scout Conference in 2027. 

It needs to ensure that the registration fee structure is fair, sustainable, and reflective of Member Organizations’ financial capabilities while meeting WOSM’s funding needs, and that it incorporates feedback from Member Organizations to ensure transparency and inclusivity in the decision-making process.

Board Diversity 

The purpose of the Task Force is to support the World Scout Committee (WSC) in enhancing diversity, inclusion, and representation within its leadership. The Task Force will define what constitutes a “diverse board,” focusing on regional, gender, generational, and skills-based diversity, drawing from international best practices. It will assess the WSC’s current performance in these areas, identify barriers to diverse representation at global, regional, and national levels, and recommend actions to ensure future committees better reflect the diversity of the Scout Movement. The Task Force will also develop practical proposals to foster inclusivity in WSC processes, leadership, and decision-making.

Review of Ethics Committee and Safeguarding 

The purpose of the Task Force is to conduct a comprehensive review of WOSM’s ethics and safeguarding processes, six years after their initial implementation. The Task Force will assess the effectiveness of current structures, address challenges faced by the WSC Ethics Committee and WSB Safeguarding Teams, and identify gaps, particularly concerning complaints handling, legal liabilities, and governance. It will focus on WOSM’s legal entities and obligations, including difficult cases involving NSOs that fall outside the current Ethics Committee mandate. The Task Force will present a detailed report with best practice recommendations to strengthen WOSM’s ethics and safeguarding frameworks.

Strategy for Scouting

The new Strategy for Scouting was unanimously approved at the 43rd World Scout Conference in August 2024, and will guide the global Movement for the next decade. 

Along with  the World Triennial Plan for 2024-2027, this strategy was shaped by Member Organizations working together to address key issues like sustainability, youth leadership, and peace education.
