World Scouting is committed to supporting National Scout Organizations (NSOs) in meeting their constitutional membership requirements in Safe from Harm and creating safe Scouting environments for all. In line with these efforts, we are introducing a series of capacity building modules that NSOs can use to enhance their organisation’s compliance with Safe from Harm requirements.

Each module will be facilitated by two experienced Safe from Harm consultants over a period of between two and six months. To enhance efficiency and the exchange of knowledge across the Movement, the modules may be delivered simultaneously to up to five NSOs and will follow the model used to deliver a WOSM Service.

The following Safe from Harm learning modules for NSOs are now available:

  1. Self-Assessment support: A comprehensive guide for NSOs and NSAs to the Self-Assessment Tool, including support on how to complete it using the digital tool.

  2. National Safe from Harm policy development: Step-by-step guidance and key resources to support organisations in developing a national Safe from Harm policy tailored to the needs and realities of each NSO and NSA.

  3. Safeguarding reporting procedure development: Step-by-step guidance and key resources to assist organisations in developing a national safeguarding reporting procedure, including clear and effective reporting mechanisms and management of Safe from Harm concerns.

  4. Safe from Harm implementation: Practical support to develop and monitor an NSO’s Safe from Harm implementation plan effectively.

  5. NSOs can access the modules by making a WOSM Service Request in Safe from Harm or as a result of recommendations from the Safe from Harm Regional Panel. The Safe from Harm Regional Panel provides feedback and guidance to NSOs that complete a Safe from Harm Self-Assessment and Annual Reporting requirements.
