The European Scout Region is pleased to share the final version of the Regional Scout Plan 2025-2028, which includes the Action Plan and Key Performance Indicators (KPIs).
Following the appointment of the members of the Operational Framework 2025-2028 in March 2026, the All Groups Meeting led to the development of a detailed Action Plan with dedicated KPIs for each objective of the Strategic Priorities and resolutions, as well as areas of work and development identified by the European Scout Committee.
These Goals, KPIs and Action Plan were integrated into the Regional Scout Plan 2025-2028, which is now available for all National Scout Organizations to consult. Moving forward, this will be instrumental in the consistent monitoring and reporting system being designed to facilitate smooth follow-up on progress achieved.
Introducing the Operational Framework 2025-2028
Over the past months, the European Scout Committee has worked to create a new way of working that helps us carry out the Regional Scout Plan in a clearer, more organised, and open way. After weeks of reviewing candidates, setting up interviews and finalising the first round of volunteer selection, we reached our first milestone: bringing together all the volunteers contributing to the first set of projects for the All Groups Meeting in Kandersteg, Switzerland.
With plans already in place and a renewed sense of energy, we’re proud to share with you not only the structure but also the faces and names behind the Operational Framework 2025-2028.
