European Scout Region Operational Framework 2025-2028
The European Scout Region's Operational Framework (OF) outlines the structures that support the governance role of the European Scout Committee (ESC) and the volunteer teams that enhance the day-to-day work of the World Scout Bureau (WSB). Together, they work to implement the 2025–2028 European Scout Plan in alignment with the Strategy for Scouting.
To implement the European Scout Plan, the ESC developed an Operational Framework that brings together volunteers and Europe Support Centre staff in close collaboration.
Coordination Team
For this Triennium, the Coordination Team (C-Team) has been structured with a clearer distribution of responsibilities and stronger support mechanisms (see graphic below). This structure is designed to strengthen both operational delivery and accountability, while ensuring that volunteers are well supported throughout their engagement. The C-Team consists of:
- Nika Gorovska, Coordinator, responsible for the Area of Operation, Organisation.
- Berglind Lilja Björnsdóttir, Coordinator, responsible for the Area of Operation, Movement.
- Adrian Marton, Team Lead for Volunteer Management, ensuring coherent recruitment, onboarding, and support of volunteers.
- Anton Pisani, Team Lead for Monitoring and Evaluation, accompanying the implementation of the Regional Scout Plan and its indicators.
- Allan Simpson and Marta Concepción Mederos, European Scout Committee members with an oversight role, supporting strategic coherence and governance.
Regional Scout Plan 2025-2028
The Regional Scout Plan 2025-2028 is a strategic document for the European Scout Region. It aligns with the Scouting mission and aims to contribute to the World Triennial Plan 2024-2027. This version includes resolutions, Key Performance Indicators and Action Plans from the teams implementing this strategic document.
Areas of Operation
Each Area of Operation is led by a Coordinator and supported by a Core Team, composed of volunteers with relevant expertise and experience.
These Core Teams are responsible for:
- Developing an action plan for their Areas of Operation.
- Defining what the volunteers in the area will work on and aim to achieve.
- Ensuring alignment with the Regional Scout Plan and its priorities.
This approach allows us to be more intentional about volunteer roles, outcomes, and impact, while also making it easier to adapt and evolve our work during the Triennium.
