Circular 11-IARConf-2025
Dear friends in Scouting,
In accordance with Article 44, paragraphs a) and b) of the Constitution of the Interamerican Scout Region, the process for amending the Regional Constitution is defined as follows:
- a) Proposals for amendments, with explanatory comments, shall be circulated among Member Organizations at least one hundred and twenty calendar days before the meeting of the Regional Conference at which they will be voted.
- b) Member Organizations can make observations, counterproposals or amendments, substantiated and reasoned in writing, up to sixty calendar days before the meeting of the Regional Conference at which they will be considered. Amendments proposed after the sixty-day deadline shall not be accepted.
In line with this procedure, the Interamerican Scout Committee shared its proposals in Circular 9, and the full text was published in Document 4A – Proposed Amendments to the Constitution of the Interamerican Scout Region.
As of the deadline of 2 July 2025, no constitutional amendment proposals were submitted by Member Organizations. However, in accordance with Article 44(b), Member Organizations may still submit observations, counterproposals, or amendments to the proposal issued by the Interamerican Scout Committee.
These submissions must:
- Be written, clearly reasoned, and reference the content of Document 4A
- Be submitted no later than 31 August 2025, 23:59 (GMT-5)
- Be sent via email to: [email protected]
