We are pleased to present the World Scouting Committee’s Midterm Report on the World Triennial Plan 2024-2027. Overseen by the World Scout Committee, the report highlights the progress made across the Scout Movement in advancing the objectives set out in the World Triennial Plan and the Strategy for Scouting.
The Midterm Report provides a comprehensive review of projects and progress against all key performance indicators (KPIs) established for the triennium. Overall, implementation is progressing well, with most work, outputs and indicators on track or exceeding expectations at the halfway point. Strong progress has been achieved across several priority areas of work, including volunteering, events, policy review, innovative governance, and influence. The KPI results draw on a range of data sources, including the annual survey, which received strong participation from National Scout Organizations.
While the findings are encouraging, the report also identifies areas requiring additional attention during the remainder of the triennium. These include peace education, environmental sustainability, safeguarding compliance, and increasing young people's participation in decision-making positions.
With a number of projects approaching completion, the report highlights both the achievements made to date and the contribution of volunteers whose dedication and expertise have been instrumental in delivering this progress. The report also identifies the areas where renewed focus will be needed to maximise our collective impact by the end of the triennium.
