The European Scout Committee is pleased to share with you the Record of Decisions from our second business meeting of the current Triennium, held in Brussels, Belgium, from 13 to 15 March 2026.

During this meeting, our primary focus was to finalise the setup of the Operational Framework, review our membership and regional finances, and discuss the plan for the upcoming year. We held our Joint Meeting with the Europe Region of WAGGGS and made progress on preparations for the Joint Action Plan 2026-2028 and Roverway.

During our meeting, we also: 

  • Met with the coordinators of our two Areas of Operation: Nika Gorovska for Organisation and Berglind Lilja Björnsdóttir for Movement, and received reports on the progress of the Operational Framework and the second round of recruitment of the Operational Framework volunteers. We will meet with all the appointed regional volunteers of the Operational Framework 2025-2028 at the All Groups Meeting in Kandersteg from 23 to 26 April 2026.
  • Took the opportunity to officially inaugurate the new office in Brussels and, during the occasion, meet with members of the national leadership of Guiding and Scouting in Belgium and partners. 
  • Received an update on the regional strategies for advocacy and communication, including a look at the crisis communications procedures.
  • Reviewed reports from member engagements, reflected on the overall health of the Region, celebrated the recovery of prepandemic membership numbers, and liaised with the Constitutions Committee regarding constitutional matters affecting Member Organizations.
  • Looked into the Safe from Harm area and the members’ compliance progress, with results from increased support from the regional panel and the support from the World Scout Bureau. 
  • Reflected on the role of the Region in times of uncertainty and crisis, and considered how we can strengthen our support to members when affected. 
  • Continued to explore how to improve the work of the European Scout Committee. 

The European Scout Committee's next business meeting will take place in Albania in June 2026.
