The European Scout Committee is pleased to share the Record of Decisions of its eighth Business Meeting, which took place in Vienna, Austria, from 28 February to 2 March 2025. This record provides a general overview of the meeting's outcomes. Below is a summary supported by the attached Record of Decisions  #transparency
 

Support to Member Organizations

The Committee continued to dedicate time to the needs and priorities of Member Organizations, including celebrating the outcomes of the SYSPUC Project and needs analysis through WOSM Services trends.
 

2022-2025 Regional Scout Plan and achievements of the teams of the Operational Framework 

This meeting was the opportunity to continue reviewing the progress and achievements of the Operational Framework set up to deliver against the objectives of the 2022-2025 Regional Scout Plan. In particular, the success of the All Groups Meeting (Budapest January 2025) captured key achievements as well as input, reporting, and sustainability planning for the new 2025-2028 Regional Scout Plan. The ESC also took the time to review those KPIs that will not be fully met by the end of the Triennium and discussed them.
 

Regional Finances 

During this meeting, an important focus was dedicated to the Region's finances. The region celebrated the closing and complete audit for the 2023-2024 fiscal year, reviewed the budget development process for the new fiscal year 2025-2026, agreed on the next ambitions to diversify its sources of income, and highlighted key data insight regarding the European Investment Fund portfolio.
 

European Scout Conference 2025 - 19-23 July 2025, Vienna (Austria)

Four months before the 25th European Scout Conference, the Planning Team, Host Organisation PPÖ and host team in Vienna, and WAGGGS Europe met together to prepare, including a venue visit, solidify the programme and make critical decisions on key aspects of the preparation. 
 

Safe from Harm

We continued to monitor the completion rate of the Safe from Harm reporting requirements and Self-Assessment and made some key decisions to increase capacity. Together with the Regional Panel, the Committee and Support Center are taking an active role in reviewing the initial SfH Assessment Cycle and ensuring valuable feedback from Member Organisations is captured for the future SfH Assessment Cycle. We continue to call on all our Member Organizations to proceed with this first step, enabling the Region to identify the needed support and required follow-up (EUR-C21-2024). 
 
We welcomed Potential Candidates for the new European Scout Committee for the upcoming election to the European Scout Committee. It was an opportunity to share how the Committee meetings are prepared and conducted, to experience items on the agenda and an overview of the diversity of portfolios each member holds. 
 
Last but not least, we wish to share our appreciation to a many people: 
  • The Coordinators Monika Woźnica (Education), Máire Fitzgerald (Innovation) and Allan Simpson (Organisation) who joined us, together with Raül Molina, Sian Bagshaw and Goran Gjorgjiev as staff support, and have continued to achieve incredible work so far. 
  • The Team Leads of the teams reporting directly to the Committee, Olivier Matthieu (Monitoring and Evaluation), Eva Bolha (Volunteer Management) and Reinout Joostens (External Representatives).
