Dear Friends in Scouting,

The European Scout Committee is pleased to share the Record of Decisions of its sixth Business Meeting, which took place from 13-14 June 2024 in Prague, Czechia. This record provides a general overview of the outcomes of our meeting. Below is a short summary supported by the attached Record of Decisions  #transparency

2022-2025 Regional Scout Plan, Mid-Term Report and Online Campfire - 28 June 2024 (Online)
This meeting was the opportunity to continue reviewing the progress and achievements of the Operational Framework set up to deliver against the objectives of the 2022-2025 Regional Scout Plan. The European Scout Committee was presented with the Mid-Term Report scheduled to be released on 24 June 2024. We take this opportunity to share our invitation to our Online Campfire to take place on 28 June 2024 at 19 CEST. You can find the needed information in our dedicated Circular on Treehouse including the Registration Form.

Regional Finances
During this meeting, an important focus was dedicated to the finances of the Region including the approval of the Budget for the next fiscal year that runs from October 2024 to September 2025.

Support to Member Organizations
The Committee continued to dedicate time to the needs and priorities of Member Organizations including the progress of our work with the NSOs that recently joined the Region and the next steps with Scouting in Albania.

Roverway 2024 - 22 July - 2 August 2024 (Norway)
The Committee followed up on the progress report made by the Host Organisation of Roverway 2024 with the latest updates. It reviewed the planning of the paths, especially the several ones that the Region is running, prepared by our volunteers and staff, as well as the status of the main camp preparations.
We also took the opportunity to address some of the challenges that Member Organizations shared. The European Scout Committee will attend Roverway and support the delivery of the workshops during the main camp.

Safe from Harm
We continued to monitor the completion rate of the Safe from Harm reporting requirements and Self-Assessment. As of this month, 36% have undertaken the Safe from Harm self-assessment and only 21% of NSOs/NSAs have submitted all required elements including Confirmation of the existence of a National Safe from Harm Contact Person (Commissioner, Staff, or other), a National Safe from Harm Policy, and National Safe from Harm Procedures. We call on all our Member Organizations to proceed with this first step, which will enable the Region to identify the needed support and required follow-up.

World Scout Conference 2024 - 17-23 August 2024 (Cairo, Egypt)
The Committee discussed the important items on the agenda of the upcoming World Scout Conference as they will be of relevance to the Region. The European Scout Committee will attend the Conference in order to closely follow the discussions and listen to the needs of the Member Organisations. We will also facilitate the Regional Meeting on Day 3 of the Conference - 19 August 2024.

Conference 2025 - 19-23 July 2025, Vienna (Austria)
With a little more than a year before the European Scout Conference, we have started preliminary preparation by engaging with our host PPÖ and coordinating with WAGGGS Europe.

Last but not least, we wish to share our appreciation to a set of special people:
  • The dedicated and tireless Coordinators Monika Woźnica (Education), Máire Fitzgerald (Innovation) and Allan Simpson (Organisation) joined us together with Raül Molina and Radu Stinghe as staff support and have continued to achieve incredible work so far.
  • The welcoming and incredible team of Junák – Czech Scouting, thank you for supporting us in planning and having our meeting in Prague and arranging informal moments, among them a joint dinner with part of their Executive Council at the Headquarters and the great time spent with the 3rd Cub Unit, Vitkov Group Prague.
  • The spot-on and energising planning team of the IC Network Meeting that took place last weekend enabled us to connect and discuss key upcoming topics and decisions ahead of the World Scout Conference.
We look forward to seeing you at the next regional or world event and meanwhile, stay informed through treehouse.scout.org/european-scout-region

Yours in Scouting,

The European Scout Committee
