Dear Friends in Scouting,
The European Scout Committee is pleased to share with you the Record of Decisions of its third Business Meeting which took place in Kraków, Poland from 8-10 June 2023.
During this third meeting, we focused on the progress report of the Operational Framework 2022-2025 and received a first update from the Monitoring and Evaluation (M&E) Team. The M&E Team reports directly to the Committee keeping an external view on the progress assessment and providing aggregated trends and analysis. Moving forward the Monitoring and Evaluation of the Regional Scout Plan 2022-2025 will also be made available to Member Organisations (MOs) on our website - stay tuned.
During our meeting we also:
- Met in person the Coordinators of our three Areas of Operations: Monika Woźnica (Education), Máire Fitzgerald (Innovation) and Allan Simpson (Organisation).
- Shared a meal with Martyna Kowacka and Mateusz Janik, respectively Chief Commissioner and International Commissioner of the Polish Scouting and Guiding Association (ZHP). ZHP was an instrumental partner of the UAct and host and facilitator of the WeAct Forum.
- Enjoyed a training session on the financial management of NGOs as part of the continuous personal progression of the members of the team.
- Exchanged on latest updates with Andy Chapman and Nika Gorovska, respectively Chairperson and Member of the World Scout Committee, who were also present to join the WeAct Forum.
- Discussed in person with Srinath Tirumale, Regional Director of the Eurasia Scout Region about the next steps toward the New Regional Boundaries of the European Scout Region.
- Joined the WeAct Forum that was taking place over the following day of our meeting.
- We shared lunch with Aida Ailarova, UNICEF ECARO, Geneva, Switzerland, we celebrated our partnership and discussed further steps.
As part of the Agenda, we reviewed the situation of MOs that required attention and discussed the barriers and opportunities to remain connected with MOs and receive their feedback and input. As a way forward, a few approaches will be explored, presented and tested with International Commissioner for feedback.
Through the review of the Finances of the Region, we approved the Regional Budget for the fiscal year 2023-2024, starting 1 October 2023 and welcomed our new Treasurer Bo Holmström and took the time to celebrate Thankmar Wagner contribution to the Region. While Thankmar will continue as a newly trained WOSM Consultant, we wish to formally express our immense gratitude again for his work and support as Regional Treasurer since 2017 and share our sincere appreciation to his family, friends as well as his NSA and MO who supported him through his journey.
We also took time to continue working on the New Geographical Boundaries of the European Scout Region, reviewing a transition plan, reflecting on the impact and opportunities on our Regional Scout Plan and planning for the future. We take this opportunity to inform you of our decision to organise a European Networking Event this fall (24-26 November 2023) in Budapest, Hungary, a new one-off regional event open to all interested MOs within the newly defined geographical boundaries of the Region to come together and explore the many ways in which they can cooperate and support each other, reinforcing the peer-support and information sharing framework at Regional level. More information will be shared in a dedicated Call for Participant later this week.
