Circular No. APR-C08-2026
Dear Colleagues,
Greetings from the Asia-Pacific Support Centre.
The Asia-Pacific Region recognises the important role of International Commissioners (ICs) within our National Scout Organizations (NSOs), as they serve as key points of contact and play an important role in strengthening international cooperation and engagement.
In our conferences, we bring together International Commissioners to exchange updates, share experiences and best practices, and learn from one another. Building on these engagements, an online meeting of International Commissioners was held in March 2026, during which the establishment of an International Commissioners Forum was presented.
Following this, we are pleased to inform you that the First Asia-Pacific International Commissioners Forum will be held from 19 to 20 December 2026, hosted by the Bharat Scouts and Guides, India, in New Delhi.
You may plan to arrive on 18 December 2026 and depart on 21 December 2026
The theme of the Forum is “Strengthening International Leadership, Shaping Our Collective Future”
The Forum recognises that International Commissioners operate within diverse constitutional, organisational, and administrative structures across National Scout Organizations. At the same time, they collectively represent a valuable channel for consultation, cooperation, and preparation for World Scouting's regional and global governance processes.
The Forum will provide a dedicated space for International Commissioners across the Asia-Pacific Region to connect, exchange experiences, strengthen their understanding of their role, and contribute to discussions that are relevant to the future of Scouting at regional and global levels.
The Forum objectives are as follows:
Welcome and integrate newly appointed or elected International Commissioners into the APR network.
Develop a clearer understanding of the role, mandate, authority, and relationship with the NSO's governing bodies.
Explore practical approaches to strengthening and institutionalising International Committees within each NSO's constitutional and regulatory framework.
Identify key priorities and preparations for the 12th APR Scout Leaders Summit, scheduled for April 2027, and the 44th World Scout Conference, scheduled for 29 November–3 December 2027 in London.
Discuss regional perspectives on WOSM Event Fee Model, World Scout Committee diversity, and the findings from the 5th World Scout Education Congress.
Explore how the region can encourage and support credible, capable and diverse candidates for any regional and global structures.
Strengthen sub-regional collaboration through structured Patrol Corners.
Agree on a concise set of follow-up actions, with clear responsibilities and timelines.
The proposed forum agenda is attached for guidance and information. Additional details will be shared in due course. Please confirm your participation through online registration or by submitting the attached form by 15 November 2026.
With best regards,
J Rizal C. Pangilinan
Regional Director
