We are excited to share this first Conference Circular covering some of the most important information related to the upcoming 25th European Scout Conference.

As you are aware, the 25th European Scout Conference takes place in the same period as the 18th European Guide and Scout Conference and the WAGGGS Europe Regional Conference, with shared administration and logistics. A separate Joint Conference Communication was sent out in November 2024.
If you are not registered yet, we are pleased to inform you of that the Host of the Conference has successfully arranged for the extension of the Hotel Package Deal until the 22nd February 2025, which is the same deadline as the Early Bird Conference Fee.

Call for Conference Agenda Items
As we gear up to develop an exciting and engaging Conference Agenda, we invite Member Organizations (MOs) to suggest subjects for inclusion in the agenda.
The institutional conference agenda framework is currently composed of three core components:
- Looking back at the reports from the European Scout Region, including the reports of the European Scout Committee, the Regional Treasurer and the Regional Director, and the inputs from the Chairperson of the World Scout Committee and Secretary General of WOSM
- Connecting through sharing of good practices from around the region and outside and celebrating achievements
- Looking forward to debating on the Conference Resolutions, including the Regional Scout Plan 2025-2028, electing the next European Scout Committee 2025-2028 and choosing the location of the next Conference.
You can suggest your proposed agenda items for consideration by the Planning Team at your earliest convenience but no later than 19 April 2025. Further opportunities to contribute to the agenda of the Conference, such as your MO best practices or ideas worth sharing, will be made available over time. Meanwhile, you can refer to the following form to submit your suggestions.
Conference Pre-engagement
We have organised a series of online pre-engagement sessions to prepare for the conference and the roles your organisation and delegation members will play. These sessions, ranging from interactive Q&A to practical tools and tips, ensure that everyone is equally well-prepared for the European Scout Conference.
We have done our best to schedule these pre-engagement sessions periodically between now and the Conference, while also trying to limit the number of days/evenings required to access the full information you may need to prepare for the conference.
Conference Rules of Procedure
Following the call postal ballot launched on 26 November 2024, we are happy to share with you the results concerning the approval of the proposed Rules of Procedures for the 25th European Scout Conference:

The resolution “Approval of the Draft Rules of Procedure for the 25th European Scout Conference 2025 (25ESC – Conference Document 2)” is carried.

Election of the European Scout Committee 2025-2028
Last, but not least, it is our pleasure to make available the formal notification of the call for nominations for election to the European Scout Committee at the elections to be held at the 25th European Scout Conference in Vienna, Austria, in July 2025.
As per the Constitution of the European Scout Region (Art. IV), the European Scout Committee shall consist of six members who shall consider the interests of the Movement as a whole and shall neither consider themselves nor be considered as representing any particular Member Organization.
Member Organizations interested in nominating a candidate for election to the European Scout Committee should carefully review all considerations in the Call for Candidates attached and detailed guidance available on the Conference Candidates and Elections page.
Completed nomination packages must be sent in digital format only to/via this form by no later than 19 March 2025 at 23:59 CET.
