In alignment with our Rules of Procedure for the 25 European Scout Conference, I am pleased to notify all Member Organizations of the call for nomination of candidates for election to the European Scout Committee.
As per the Constitution of the European Scout Region, the European Scout Committee consists of six members from Member Organizations. The term of service for a committee member is 3 years renewable once, making a possible total of 6 years. Committee members are elected at the European Scout Conference by Member Organizations. Elections will be held at the 25th European Scout Conference in Vienna, Austria, in July 2025.
A dedicated page on the Conference website is now available and contains all necessary information and guidance for the nomination of Candidates for Elections to the European Scout Committee. We invite all Member Organizations to carefully review all considerations in this Call for Candidates and through this link with a particular attention to the Role Description for European Scout Committee Members.
Current status:
- All positions are up for election.
- The following two members are currently in their second term of office and are not eligible for re-election at the 25th European Scout Conference: Matthias Gerth (CH) and Martin Seemann (SE).
- The remaining four members are eligible for re-election: Jeremy Apert (FR), Diana Slabu (RO), Boris Vojnovic (HR) and Wouter Zilverberg (NL). Anyone wishing to stand for re-election must be re-nominated by a Member Organization following the same process as new candidates.
Requirements:
- Nominations should be submitted by a Member Organization that is in good standing with WOSM including with their WOSM and Regional Registration Fees.
- All candidates must familiarise themselves with and abide by the WOSM Code of Conduct for Elections (CoCE) when promoting their candidature.
- All candidates will be requested to complete the training on the Code of Conduct for Elections and Safe from Harm Training 2 for WOSM Volunteers and Staff (available no later than April 2025).
- Elected candidates must consider the interests of the Movement and adhere to standards outlined in the Conflict of Interest Policy.
Process:
- The nominations should submitted no later than 19 March 2025 to comply with the Rules of Procedure of the 25th European Scout Conference.
- The Nomination Form is available at the following link. Note the requirement to upload the signed version of the cover note.
- All nominations will be acknowledged by the Regional Director and handled with the highest level of confidentiality, with strict measures in place to ensure that information is accessible only to authorised individuals.
- A Conference Document providing the candidate overviews will be released to all Member Organizations no later than 19 June 2025.
Support:
- The European Scout Region, steered by the Committee, has taken steps to enhance the candidate experience and increase diversity and engagement in decision-making, with Member Organizations playing a key role. Learning opportunities are provided to both potential candidates and Member Organizations to equip them with the knowledge of the duties and expectations of serving on the European Scout Committee.
- This also supports Member Organizations in nominating and electing candidates, who should carefully consider all relevant factors before making their selection.
- An invitation to join an online session of the March 2025 Business meeting of the European Scout Committee is offered to all potential candidates to support them in the process. We encourage all potential candidates to Save the Date of 2 March 2025.
- The members of the Candidate Journey Team (Circular EUR-C25-2024) are available to support all potential and endorsed candidates throughout their journey. This team is dedicated to creating a supportive, inclusive, and safe environment for all individuals nominated for the European Scout Committee 2025–2028.
- The induction of the European Scout Committee will be scheduled in the last two weekends of September 2025.
We take the opportunity to emphasise the need and the importance of selecting nominees who will be able to contribute effectively to the work of the Region and reflect the diversity of the Region, involving different categories of associations from across the whole Region.
