On the occasion of the launch of the 18th EGSC website and registration, we are pleased to release the Draft Rules of Procedure for the 25th European Scout Conference.
25th ESC Conference Document 2: Draft Rules of Procedure
These were developed based on feedback received following the 24th European Scout Conference, updates to the Rules of Procedure for the 43rd World Scout Conference and input from the European Scout Committee and Constitutions Committee.
The revision includes:
Consolidation of Voting Items: All voting items are now grouped into a single section.
- Encouragement of Diversity in Delegation: Recommend Member Organizations to include delegates and observers below 30.
- Process for Hosting the Next Conference: Completion of the process for the invitation to host the next conference.
- Force Majeure: Inclusion of a force majeure clause.
The European Scout Conference shall record and adopt its own Rules of Procedure. According to Article III.4b of the Constitution, the European Scout Committee proposes a Draft Resolution for postal ballot approval by the European Scout Conference.
