We are pleased to announce the opening of the 2023 annual reporting cycle, including new Safe from Harm and grant management requirements. The membership requirements for annual reporting and Safe from Harm, outlined in the Constitution of WOSM (Article VII.3.c and Article V.5.e), help to promote accountability, transparency, and a safer environment within National Scout Organizations (NSOs) and across the Scout Movement.

To meet the annual reporting requirements, each NSO and (for Federations) each National Scout Association (NSA) are asked to update or submit the following information on the WOSM Members Portal by 1 October 2023.

  • Contact information – organisation details and appointees list. 
  • Safe from Harm *NEW* - a Safe from Harm coordinator and key documents.
  • Census – member count and estimated beneficiaries, as of 31 December 2022. 
  • Reports – 2022 annual activities report and financial statement. 

Note that in addition to the above annual reporting requirements, all NSOs are also required to submit a mandatory Safe from Harm Self-Assessment by 1 October 2023 (refer to Circular GLB-C16-2023 for details).

From 1 October 2023 onwards, there will be updated requirements to apply for World Scouting grants. In addition to the existing grant application requirements, NSOs will need to be fully compliant with the previous year’s annual reporting cycle. This new requirement is not applicable for projects that have been approved before this time or are for emergency funding. 

We would like to thank the 57% of NSOs and NSAs that fully submitted their reporting last year.  

This year, we aim to further strengthen our shared goals of practicing good governance and providing a safe and inclusive environment for all within Scouting. We look forward to seeing even more NSOs demonstrating their commitment to meeting the WOSM Membership requirements.
