GLB-C40-2024
Since September 2024, the World Scout Committee and World Scout Bureau have been working to consolidate the outcomes of the 43rd World Scout Conference into a final, actional plan that reflects the inputs gathered from Member Organizations and Regions in line with Conference Resolution 2024-04. We are pleased to share the World Triennial Plan 2024-2027 - a roadmap that reflects our shared ambition to expand Scouting’s reach and deepen its impact, building on more than a century of transformative education and leadership development.
Our collective vision is to make Scouting the world’s most inspiring and inclusive youth movement, creating transformative learning experiences for every young person, everywhere. To achieve this, we must ensure that our educational programmes and initiatives not only make a meaningful impact on young people’s lives and their communities but also lay the groundwork for a stronger, more resilient Movement capable of meeting the evolving needs of members and their communities.
The plan, building on the draft objectives agreed by the World Scout Conference, introduces 11 key Areas of Work, from peace education and climate sustainability to youth leadership and safeguarding, all designed to advance the Strategy for Scouting. This integrated approach ensures Scouting remains a dynamic force for good, fostering inclusivity, resilience, and sustainability in an ever-changing world.
To monitor our progress, key performance indicators (KPIs) were developed for each strategic priority and World Triennial Plan objective. These KPIs will enable us to regularly report on progress as we work towards achieving the Strategy for Scouting, with a first update expected with a mid-term review by mid-2026.
To deliver this ambitious plan, the World Scout Committee has established an Operational Framework comprised of various workstreams and task forces. Using a project-based approach, we can stay agile and responsive to the needs of the Movement.
Following our open call for volunteers, nearly 600 individuals completed the application process to support the delivery of the World Triennial Plan. The selection process for co-lead and team member roles is currently underway, with appointments based on competence and reflecting the diversity of the Movement. By the end of the first quarter of 2025, the appointments for the first round of projects will be completed and a list of confirmed volunteers will be shared with NSOs. As the projects progress, additional volunteer appointments will be made throughout the triennium.
To further introduce NSOs to the new World Triennial Plan and its Areas of Work, we’re planning a Founder’s Day Town Hall for NSOs, scheduled towards the end of February 2025. More news to sign up for this engagement with World Scout Committee members will come in January. If you meanwhile have further questions about the World Triennial Plan, please contact Milly Siebrits, Director, Strategy & Board Relations at the World Scout Bureau by emailing [email protected].
