Dear friends,
We would like to share the results of the recent referendum on the proposed WOSM Registration Fee model, which began on 20 July 2026 through Circular GLB-C16-2026. Thank you to all National Scout Organizations (NSOs) that submitted their votes before the 31 August deadline.
We received 119 valid ballots from NSOs, meeting the 50% quorum needed for the vote to count. Here are the outcomes of the two motions included in the referendum:
- The motion to approve the proposed WOSM Registration Fee model passed with a two-thirds majority: 98 in favour, 13 against, and 8 abstentions.
- The motion to make affordability and accessibility a key priority for World Scout events at the 2027 World Scout Conference was also carried with a simple majority: 113 in favour, 2 against, and 4 abstentions.
With these results, the updated WOSM Registration Fee model will take effect on 1 October 2026, marking the start of a five-year transition period. NSOs will receive their invoices in early October, reflecting the new registration fee for the first year of the transition. NSOs can also use the fee calculator to view the updated registration fees in advance.
The new World Scout event fee categorisation will go into effect in the 2027-2030 triennium. NSOs will remain in their current event fee categories for the 5th World Scout Education Congress, the 44th World Scout Conference, and the 26th World Scout Jamboree and will move to their new categories after the 44th World Scout Conference in 2027.
Affordability and accessibility of World Scout events will also be a key topic of discussion at the 44th World Scout Conference. The WOSM Events workstream will initiate a participative process towards concrete proposals for NSOs to consider and provide feedback on in the run-up to the Conference.
The newly approved WOSM Registration Fee model is an important milestone in our Movement’s journey toward continuous improvement and financial fairness. This has been extensive work, and we thank you for the open conversations, transparency, and candid feedback shared by NSO leadership and everyone involved throughout this process.
