GLB-C24-2026
Dear friends,
As we look towards the 44th World Scout Conference in 2027 and begin developing the next World Triennial Plan 2028-2030, the World Scout Committee (WSC) is keen to hear directly from young people and National Scout Organization (NSO) leadership about the realities, opportunities, and challenges they are experiencing so we can better plan our common future ahead.
With that aim in mind, youth members and leaders of NSOs are invited to attend a unique Town Hall event on 14 November 2026 from 12:00 - 14:00 UTC that will create space for young people to share their perspectives, engage in intergenerational dialogue with NSO leadership, and share their experiences and ideas for the future of the Scout Movement directly with WSC members.
The two-hour online programme will begin with a 60-minute discussion exclusively for members aged 18 to 30. Through facilitated conversations, youth participants will share their hopes, aspirations, and concerns about today’s world, and how they think Scouting should evolve to meet those needs. Key themes from these discussions will then carry into a second, 60-minute intergenerational dialogue involving young people, NSO leadership representatives, and WSC members.
Each NSO may register up to three participants: two members aged 18 to 30 and one national leadership representative of any age. Young adults will participate in both sessions, while the leadership representative will join only the intergenerational dialogue. WSC members will participate throughout with a focus on listening and understanding different perspectives.
Following the sessions, the key insights will be captured and used as input for developing the next World Triennial Plan and planning for the 2027 World Scout Conference.
Official contacts from the World Scouting Directory will receive an email with the link to register soon. Registration is open until 10 November. To encourage cross-cultural exchange across regions, breakout groups will be organised by language (English, French, Spanish, and Arabic), and participants are asked to select their preferred language during registration.
We encourage NSOs to take part in the online town hall and bring forward the diverse voices and perspectives, including those of young people, to help shape the future direction of the Scout Movement.
Yours in Scouting,
David Berg
