Circular 14-IARConf-2025

Dear friends in Scouting,

We are pleased to inform you that the 29th Interamerican Scout Conference, to be held in Curaçao in 2025, will once again offer the option of virtual participation for accredited delegates and observers. This modality aims to facilitate broader and more equitable representation of Member Organisations of the Scout Movement in the Interamerican Region, in line with Resolution 1/2022, which reaffirms the commitment to maintain a hybrid format and promote fees that encourage youth participation in decision-making spaces.

In accordance with the Rules of Procedure, each Member Organisation may accredit up to six (6) delegates with voice and one (1) vote per delegation. Additionally, observers shall be included, who may participate in discussions with the President’s authorisation, but without voting rights. Both delegates and observers may participate either in person or virtually.

To encourage youth participation in all decision-making spaces, individuals who are under 27 years of age at the start of the event will be eligible for a reduced fee, as part of the institutional commitment to promote their active involvement. We hope this measure will encourage broader youth representation in the working and deliberation sessions.

The virtual participation fees are as follows:

$130

Note: In accordance with section 10.2.2(c) of the Rules of Procedure, a “young person” is defined as someone who is up to 26 years and 364 days old at the start of the Conference.

Virtual participation fees include access to the interactive virtual event platform, institutional sessions, keynote speeches, preparatory sessions, networking opportunities, simultaneous interpretation, and technical support during the event. Only accredited delegates will have access to the electronic voting system.

Additionally, fees for accompanying persons attending the Conference have been set at USD $500, which includes:

  • Lunches and coffee breaks (from 30 October to 2 November)
  • Transfers to and from Curaçao International Airport (CUR)
    • Arrivals: 29–30 October
    • Departures: 2–3 November
  • Participation kit
  • Standing dinner during the Night of the Americas (31 October)
  • Outside activity (1 November)
  • Closing dinner (2 November)
  • WiFi connectivity at the event venue

To support delegations in completing their accreditation and registration processes, the deadline for both participation modalities has been extended. The final date to register and pay, whether for in-person or virtual participation, is now 15 September 2025.

As a result, the preparatory session “Digital Participation in the Interamerican Scout Conference” has been rescheduled to 2 October. This session will provide a detailed explanation of the digital participation mechanisms and available interaction tools.

Registration Process for both modalities
The registration process for both modalities is outlined in the Registration and fees section of the Conference official website.

If your delegation has already completed its registration, no further action is required. Delegations that are already registered and wish to add in-person or virtual participants only need to submit the information of the new members of the Delegation.

If you have any questions or need assistance during the registration process, please contact Laura Delgado from the World Scout Bureau, Interamerica Support Centre, at [email protected].

We invite all Member Organisations of the Scout Movement in the Interamerican Region to register and actively participate in this edition of the Regional Conference. The virtual modality represents a valuable opportunity to strengthen inclusion, dialogue, and collective construction of the future of the Scout Movement in our region.

Yours in Scouting,
