Dear Friends in Scouting, 
 
The European Scout Committee is pleased to share with you the Record of Decisions from our first business meeting of the current Triennium, which took place in Prague, Czechia, from 27 to 30 November 2025.
 
During this first meeting, our primary focus was to firm up and finalise our working methods and the set-up of the Operational Framework. We also took the time to review our regional finances and the plan for the upcoming year.
 
This record provides a general overview of the initial steps we took, as well as the areas of focus. Any additional information can be requested via the Europe Support Centre ([email protected]) or your respective Committee contact.
 
During our meeting, we also: 
  • Met with the newly appointed coordinators of our two Areas of Operations: Nika Gorovska for Organisation and Berglind Lilja Björnsdóttir for Movement. Within the approved new agile path of the Operational Framework, the European Scout Committee progressed on the appointment of a number of volunteers under the core groups and teams. Our next step will be to proceed to the second round of recruitment for members of the Operational Framework. We will meet with all the appointed regional volunteers of the Operational Framework 2025-2028 at the All Groups Meeting in spring next year.
  • Took the opportunity to meet with members of the national leadership of Junák - Czech Scouting.
  • Received an update from Raül Molina, Global Director, WOSM Events, on the progress of the WOSM Events Strategy and its next phase related to regional events
  • Received an update and training from Winnie Marutle, Director, Legal and Institutional, on risk management to deepen our understanding of the roles of the ESC.
  • Deep dived into the Safe from Harm area and the members’ compliance progress, with results from increased support from the regional panel and the support from the World Scout Bureau.
  • Received a report from the Regional Director welcoming Emma Pagliarusco, Officer, External Relations & Institutional Fundraising and expressing gratitude for the years of service of Rupert Schildböck, Manager, Institutional and Constitutional Support, whose contract came to an end in November 2025. 
 
This first meeting exceeded our expectations as we started to feel like a team and took our first decisions. We very much look forward to sharing the next update as we dive into the second part of our first year.
