Dear friends in Scouting,

We are pleased to inform you that Conference Document 6 – Draft objectives proposed for the Regional Triennial Plan 2025-2028 is now available for your review. This document presents the draft objectives aligned with the Strategy for Scouting 2024–2033, and includes as an annexe suggested lines of action to guide implementation.

This document is the result of a broad and participatory process carried out over the past year, which included:

  • The Regional Diagnosis (2024), providing a data-driven overview of the current situation of Scouting in the Interamerican Region.
  • The Interamerican Summit (2024, Medellín), where representatives of 34 National Scout Organisations (NSOs) validated and prioritised objectives aligned with the Strategy for Scouting 2024–2033.
  • The Youth Forum consultation (2025), with the participation of more than 120 young people who contributed their perspectives and proposals for action.
  • The review of the outcomes of the 2022–2025 Triennium and the 2025 self-evaluations submitted by NSOs provided key insights into progress, challenges, and opportunities for the coming period.
  • The inputs and feedback received from the Interamerican Scout Committee and the World Scout Bureau - Interamerica Support Centre helped refine the proposal and ensure alignment with regional and global priorities.

This draft reflects the collective voice of the Interamerican Scout Movement. It has been designed to align regional priorities with the global Strategy for Scouting, while responding to the specific needs of our NSOs.

In accordance with the Constitution of the Interamerican Scout Region:
  • The Regional Conference is entrusted to “set the fundamental objectives of the Region in harmony with decisions of World Scout Conferences and to advise the Regional Committee the lines of action it should follow.” (Article 7b.)
  • The Regional Committee is responsible for “approving the Regional Plan in accordance with the objectives, policies and lines of action established by the Regional Conference.” (Article 12b.)

Therefore, the 29th Interamerican Scout Conference will be asked to vote on the objectives presented in Conference Document 6. The Interamerican Scout Committee will later approve the Regional Triennial Plan 2025–2028, including the lines of action and specific targets for the key performance indicators.

To support your review, Document 6A: Background Document for the draft objectives proposed for the Regional Triennial Plan, which provides the context of the process, the analysis behind each proposed objective, and the justification for their inclusion in the Draft Objectives of the Regional Triennial Plan.
