GLB-C23-2026
Dear friends,
We are pleased to share that the Association Nationale des Scouts de Centrafrique (ANSCA), the National Scout Organization (NSO) of the Central African Republic, has applied to become a Member Organization of the World Organization of the Scout Movement (WOSM).
Scouting began in the Central African Republic in the early 1940s with the establishment of Meute 1ère Bangui (1st Bangui Pack). The country was later represented in WOSM by the Fédération du Scoutisme Centrafricain, which was a Member Organization until 1999, when internal challenges meant it could no longer meet WOSM’s membership requirements.
Since 2014, the World Scout Bureau has worked with ANSCA through support missions and other activities to help it progress towards WOSM membership. Today, the organisation has around 15,000 members in nearly 600 Scout groups across the country.
Following positive reviews of the organisation’s operations and Constitution, the World Scout Committee considered its application and recommends that it be accepted in accordance with Article VI.1 of the WOSM Constitution.
Member Organizations that support the recommendation do not need to take any action.
If a Member Organization wishes to oppose the recommendation, it must submit a letter signed by its International Commissioner. The letter should be emailed to Winnie Marutle, Director, Director Legal and Institutional, with the World Scout Bureau by email at [email protected] by 23:59 UTC on 14 January 2027.
Article VI.2 of the WOSM Constitution states that “if within three months the recommendation is unopposed or opposed by less than five per cent of the Member Organizations,” the Association Nationale des Scouts de Centrafrique will be declared the 177th Member Organization of WOSM as of 15 January 2027.
For further information about the application, please contact Frederic Tutu Kama-Kama, Regional Director, WSB Africa Support Centre through [email protected].
Yours in Scouting,
David Berg
