Dear friends in Scouting,
In accordance with the Constitution of the Interamerican Scout Region and the Rules of Procedure of the 29th Interamerican Scout Conference, we are pleased to officially open the call for nominations for:
- Voting Members of the Interamerican Scout Committee
- Youth Advisors to the Interamerican Scout Committee (non-voting members)
These volunteer roles are essential to strengthening the Region’s governance and ensuring youth leadership, geographic diversity, and gender balance in decision-making. The elections will be held during the 29th Interamerican Scout Conference, to take place in Curaçao in 2025 for the 2025-2028 term.

General Principles and Nomination Guidelines
Nominations for Voting Members
In accordance with Article 13 of the Constitution of the Interamerican Scout Region, each
Member Organisation is weolcome to nominate one (1) candidate for election as a Voting Member of the Interamerican Scout Committee.
As established in the Constitution, the Conference will elect up to eight (8) Voting Members to serve a term of three years (2025–2028).
Nominations for Youth Advisors
Aligned with the Rules of Procedure of the Regional Conference and World Scout Conference Resolutions on Youth Involvement, each Member Organisation is welcome to nominate one (1) candidate as Youth Advisor, who must be at least 18 years old and no older than 26 (under 27) at the start of the Regional Conference.
General Principles
In coherence with the commitment to youth leadership and meaningful youth involvement in decision-making, two (2) Youth Advisors will be elected by the Conference to serve as non-voting members of the Interamerican Scout Committee.
Following Articles 6, 13 and 14, of the Constitution of the Interamerican Scout Region and the Rules of Procedure of the Regional Conference, all Member Organisations are invited to participate by nominating qualified individuals in one or both roles. The following conditions apply to all nominations:
- Each Member Organisation may nominate one (1) candidate per category (Voting Member and/or Youth Advisor), taking into consideration Annex 1: Interamerican Scout Committee Members’ Job Specification and Suggested Profile.
- A different Member Organisation from the Interamerican Region must second each nomination.
- Nominees must not hold executive or paid positions within WOSM, a National Scout Organisation, or national, regional, or world governing bodies.
- All nominations must be accompanied by the required documentation and submitted by the stated deadline. Incomplete or late submissions will not be accepted.
- Member Organisations are strongly encouraged to support diversity in nominations, including gender, geographic representation, and age.
- All nominees must commit to upholding the principles of transparency, fairness, and the WOSM Code of Conduct for Elections and Conflict of Interest Policy.
Process and Deadlines
In accordance with Article 13(a) of the Constitution of the Interamerican Scout Region, all nominations must be submitted through the official Nomination Form no later than 30 September 2025 at 23:59 (Panama Time, GMT-5).

*All submitted videos will be published on the Region’s official social media, with subtitles provided in English and Spanish.
Upon receipt, the World Scout Bureau – Interamerica Support Centre will acknowledge each submission via email to the International Commissioner of the nominating Member Organisation.
To ensure transparency and support informed decision-making, a summary of all nominated candidates, including their profiles and motivation videos, will be made available to all Member Organisations before the 29th Interamerican Scout Conference.
Induction for potential Interamerican Scout Committee members
To ensure a strong and cohesive start to the new term, all newly elected Voting Members and Youth Advisors of the Interamerican Scout Committee are required to participate in a comprehensive induction process composed by:
- Online preparatory modules, to be completed before the in-person session.
- A mandatory in-person induction weekend designed to foster team-building, deepen understanding of governance responsibilities, and align on regional priorities.
The in-person induction is scheduled for 5–7 December 2025, with arrivals on the evening of Thursday, 4 December, and departures beginning the evening of Sunday, 7 December, in Panama City, Panama. Any logistical details will be communicated shortly after the Conference.
All candidates are required to keep these dates reserved in their calendars when considering their availability and commitment.
Pre-engagements
To strengthen participation and help MOs and prospective candidates better understand the responsibilities and working dynamics of the Interamerican Scout Committee, pre-engagement activities will be offered. These optional learning and engagement sessions aim to promote fairness, build capacity, and demystify the nomination process for all potential candidates.

Status of Current Members of the Interamerican Scout Committee
Voting Members
The following voting Members of the Interamerican Scout Committee are completing their second and final term and are not eligible for re-election:
- Arturo León (Mexico)
- Lyda Pavón (Ecuador)
- Rubem Perlingeiro (Brazil)
The other Voting Members are eligible for re-election, provided that they are formally re-nominated by a Member Organisation and seconded by another one, following the same process as for new candidates.
Youth Advisors
The following members will complete their term at the Regional Conference.

- Miguel Calle (Ecuador)
