The European Scout Region is pleased to invite Expressions of Interest from National Scout Organizations interested in hosting regional events in 2027. This Expression of Interest process is the first step in identifying potential host organisations and exploring opportunities to deliver high-quality events across the region. We welcome submissions from organisations that are enthusiastic about partnering with the European Scout Region and have the capacity and ambition to host one or more events in 2027.
As part of our commitment to transparency, strategic planning, and increased member engagement, we are trialling this approach to the planning and hosting of our regional events.
This process is designed to create more opportunities for National Scout Organizations to become actively involved in delivering events that are directly linked to the Regional Scout Plan priorities and adopted resolutions. By opening the process earlier and providing greater visibility on upcoming opportunities, we aim to support stronger regional ownership and more meaningful participation.
A key objective of this approach is to enable better long-term planning. By identifying hosting countries and dates well in advance, National Scout Organizations will have more time to assess their capacity, secure resources, allocate budgets, and integrate event planning into their annual work plans.
For each event outlined below, National Scout Organizations are invited to submit an expression of interest and indicate their preferred hosting date from the two proposed options. These dates serve as the basis for the selection process and should be carefully considered when preparing your application. To host one of the three events, National Scout Organisations must meet the Annual Compliance requirements for 2024 and be in good standing with WOSM.

Which events?
CEO/CEV Meeting and Organisational Resilience Forum
The CEO/CEV Meeting and Organisational Resilience Forum will bring together organisational leaders, Chief Executive Officers, and emerging youth leaders to explore how Scout organisations can build resilience through strong governance, meaningful youth participation, and effective organisational systems.
Linked to the Regional Scout Plan objectives and the resolutions on Organisational Resilience and Youth Leadership (EUR-R03-2025 and EUR-R04-2025), the event will provide a platform for strategic dialogue, peer learning, and the exchange of practices that strengthen organisations across the European Scout Region. The programme will also create opportunities for collaboration between current and future decision-makers, supporting sustainable leadership and succession planning within National Scout Organizations.

The Growth Event
The Growth Event will bring together volunteers, professionals, and organisational leaders from across the European Scout Region to explore strategies for sustainable membership growth, innovation, and organisational development.
In line with the Regional Scout Plan and the resolution on Youth Leadership (EUR-R04-2025), the event will provide a space to share successful practices, address common challenges related to membership development, support joining training sessions for growth representatives, and identify new opportunities to strengthen and expand Scouting. Through peer learning, collaboration, and the exchange of ideas, participants will be equipped to support growth and ensure Scouting remains relevant and accessible to more young people across the Region.

The Peace Summit
The Peace Summit will be a flagship regional event that brings together small delegations from National Scout Organizations alongside representatives from other Scout Regions, partner organisations, and external stakeholders to explore Scouting’s role in promoting peace, inclusion, democratic values, and social cohesion.
In line with the Regional Scout Plan and the resolution EUR-R08-2025, the Summit will provide a platform for dialogue, exchange, and collaboration around the foundational values that underpin peaceful and resilient societies: human dignity, freedom, democracy, equality, the rule of law, and respect for human rights. Participants will share experiences, strengthen regional cooperation, and identify practical ways to empower young people to address contemporary societal challenges within their communities.
As a high-profile international gathering, the event offers a unique opportunity to showcase the impact of Scouting and engage with a diverse range of partners and influencers working towards a more peaceful and inclusive world.
Proposed dates, to be central to the full 4-5 day event:
- 16 May 2027 – International Day of Living Together in Peace
- 21 September 2027 – International Day of Peace
How to express your interest in hosting?
If you are interested in hosting any of the events outlined above, you should submit your proposal via this form by 5 September 2026. What happens next?
Once the deadline has passed, all applications will be reviewed and processed by the Europe Support Centre. Following this review, applicants will be contacted with details of the next steps in the process, which will include an initial conversation with interested parties to discuss their idea in more detail, explore the opportunities and requirements for hosting the event, and answer any questions.
These discussions will help both the applicant and the Europe Support Centre to further consider the feasibility and suitability of the proposed hosting arrangements before any final decisions are made.
