Circular 19-IAR-Conf
Dear friends in Scouting,
In accordance with the Constitution of the Interamerican Scout Region, Article 8(g), it is stated that:
“Each delegation from Member Organizations defined in Article 4.a. has the right to one vote at a Regional Conference.
Those Member Organizations, which are unable to attend the Regional Conference, may vote by proxy granted to another Member Organization.
Each Member Organization may accept one proxy only. Proxy votes are not taken into account for the purposes of establishing a quorum.”
Furthermore, the Rules of Procedure state that:
“All proxies must be in writing and expressly mention to which Member Organization the vote is being delegated. The letter granting the power of proxy to another Member Organization must be submitted in writing to the Regional Office before the beginning of the opening session of the Regional Conference. This proxy must be signed by one of the national authorities of the Member Organization granting the proxy, which must have the authority to carry out this act and be based on a prior agreement of its governing body.
A Member Organization that represents another Member Organization may use that proxy only for the purpose of voting on behalf of the absent Member Organization and therefore will receive the corresponding Voting Credentials.
A Member Organization that is provisionally suspended, as per exhibit 1 of the World Organization of the Scout Movement Fee policy shall not be entitled to appoint a proxy to represent it at the Regional Conference.”
In line with these provisions, and in order to ensure that all Member Organisations are able to exercise their right to vote, we are sharing the proxy form for the 29th Interamerican Scout Conference – Curaçao 2025.
We kindly request the official contact person of the Member Organisation to complete and sign the form and submit it by email to [email protected] before the opening session of the Conference, on 30 October 2025, at 09:30 AM(GMT-4, Curaçao time).
