GLB-C15-2024
The World Scout Bureau (WSB) has received an application from Scouts of Albania, the National Scout Organization (NSO) of Albania, for recognition as a Member Organization by the World Organization of the Scout Movement (WOSM).
Over the past five years, the European Support Centre has supported the development of Scouting in Albania with a strategic and sustainable growth approach, leading to a unified, co-educational, multi-ethnic and interreligious movement with capacity to adhere to the highest principles of good governance. Kindly note that Scouts of Albania has no ties with Beslidhja Skaut Albania, the previous Member Organization for Albania that was expelled from WOSM in 2014.
In accordance with the requirements of the WOSM Constitution, taking into account the positive review of the NSO’s operations by the WSB and a positive compliance review of its Constitution by the World Scout Committee’s (WSC) Constitutions Committee, the WSC has considered this application and recommends that it be accepted in line with Article VI.1 of the WOSM Constitution.
Any Member Organization of WOSM wishing to oppose the WSC’s recommendation to accept the Scouts of Albania for membership should email a letter to this effect signed by the International Commissioner to Winnie Marutle, Director, Constitutions & Legal GRC & Chief Risk Officer at [email protected], no later than 15 August 2024, 23:59 UTC. Please note that affirmative votes to endorse the recommendation are not required.
With reference to Article VI.2 of the WOSM Constitution, "if within three months the recommendation is unopposed or opposed by less than five per cent of the Member Organizations," Scouts of Albania, as the NSO of Albania, will be declared a Member Organization of WOSM as of 16 August 2024.
If you have any further questions regarding this application, please contact Winnie Marutle at the contact details above.
Yours in Scouting,
Ahmad Alhendawi
Secretary General
