Circular No AFR-C04-2026
Dear Friends
Warm greetings from Nairobi,
We are pleased to share with you the Africa Scout Region Triennial Plan 2025–2028, a strategic framework that will guide the growth and impact of Scouting across the region over the next three years.
This Triennial Plan reflects a collective commitment to strengthening Scouting’s relevance, inclusivity, and effectiveness. It is aligned with the global Strategy for Scouting 2024–2033. It builds on the outcomes of the previous triennium while incorporating the aspirations and priorities of National Scout Organizations across Africa, as outlined at the 19th Africa Scout Conference.
The Plan is anchored on key strategic priorities, including:
- Innovating education to provide relevant, competency-based learning experiences for young people
- Strengthening diversity and inclusion to expand the reach and ensure equal opportunities for all
- Guaranteeing safeguarding and well-being across all levels of the Movement
- Valuing volunteering through recruitment, development, and recognition of volunteers
- Building fit-for-purpose and adaptable organisations with strong governance and sustainability
- Enhancing influence and partnerships to position Scouting as a key contributor to societal development
The successful implementation of this Plan will require the active engagement, collaboration, and commitment of all of us, as achieving its goals depends on collective effort, shared leadership, and sustained commitment at all levels of the Scout Movement.
We encourage all members to familiarise themselves with the Plan and align their programmes and initiatives accordingly. Together, we can strengthen Scouting’s impact and empower more young people to contribute to a peaceful, inclusive, and sustainable future.
Thank you for your continued dedication to the Scout Movement.
Yours in Scouting
Frederic Tutu Kama-Kama
