Thank you to all Member Organizations for your engagement in the 43rd World Scout Conference. With this circular, we are pleased to share some of the key outcomes and decisions of the event.

We encourage you to read the documents carefully, to share them with your national leadership, and to take note of the calls to action in the Resolutions which are relevant for Member Organizations.

The Resolutions adopted at the Conference can be found as an attachment to this circular as well as on the Conference website and in the Learning Zone. The Resolutions include:

  • 2024-01 Registration of Member Organizations

  • 2024-02 WOSM registration fee

  • 2024-03 Strategy for Scouting

  • 2024-04 World Triennial Plan 2024-2027

  • 2024-05 Safe from Harm

  • 2024-06 WOSM Events Strategy

  • 2024-07 Towards a truly inclusive World Scout Conference

  • 2024-08 World Mental Health Policy

  • 2024-09 Champion the prevention of gender-based violence

  • 2024-10 Living together in peace

In addition, we are also pleased to share the Strategy for Scouting, which was unanimously approved by the Conference, and the amended draft objectives for the World Triennial Plan 2024-2027, which were also approved by the Conference. You can read more about both documents in the attached Annex or on the Learning Zone.

The World Scout Committee will now review the draft objectives, along with the other Resolutions and outcomes from the Conference, to finalise the World Triennial Plan 2024-2027 as the first part of our journey towards the new Strategy for Scouting. We anticipate sharing the finalised plan with Member Organizations before 31 December 2024, following approval by the World Scout Committee.

The Conference also approved an Amendment to the WOSM Constitution on the role of the World Scout Committee to supervise the organisation, execution, and governance of World Scout Events, and the World Scout Bureau to enforce standards and requirements for events. A new 2024 edition of the WOSM Constitution, reflecting this amendment, will be shared with all Member Organizations in due course.
