Preliminary draft Agenda for the 25th European Scout Conference
We are pleased to share with you the Preliminary Draft Agenda, which outlines the main themes and expected discussions and gives participants an opportunity to prepare for the Conference. Your input and engagement in this process are essential, and we encourage you to review this document with a strategic mindset, considering how your Member Organization can contribute to shaping the outcomes of our time together.
As we refine the agenda in the coming months, we welcome your feedback and insights to ensure that the Conference responds to the priorities of the Region and its members. Please note that the deadline for the Agenda proposals is 19 April 2025.

Draft Resolutions Proposed by the European Scout Committee
The European Scout Committee is pleased to share its business resolutions for consideration by the 25th European Scout Conference Conference Document 3.
The European Scout Committee has submitted these draft resolutions in accordance with the provisions of the Conference's adopted Rules of Procedure.
Note that no proposals for Constitutional amendments or Draft Resolutions concerning significant changes to the policy were received from Member Organizations by the 19 February 2025 deadline.

Reminder on the Resolutions Committee and Tellers deadline for nominations
Member Organizations of WOSM in the European Region are invited to submit nominations for the Resolutions Committee and the Tellers for the 25th European Scout Conference by 31 March 2025. The Resolutions Committee, composed of four to six members, will facilitate the Draft Resolutions and Amendments process before and during the Conference, with nominations open to members of participating delegations. Additionally, three Tellers will be appointed to oversee the voting process, ensuring accuracy and verification of votes, particularly when electronic counting is used. Proposals for both roles must be submitted via the designated form before the deadline.

This session is designed to equip delegates with everything they need to know for a successful and informed conference experience. We’ll cover the Rules of Procedure, the conference agenda, and the e-voting process.
