The WOSM European Agora 2025 is an event run “for Rovers, by Rovers” that uses the Scout Method to reach the educational objectives for the Rover age section. This event examines important and relevant issues for younger generations today.
This edition of the Agora will take Rovers on a trip through the past, present, and future, focusing on empowering, inspiring, and motivating each other as youth and as Rovers for their path ahead.
Aim/Objectives
Throughout the Agora 2025, participants will:
- Learn about different cultures and Rover Programmes in Europe while sharing experiences from their home country.
- Realise the impact they, as young people, can have on different aspects of society, whether in Scouting or their community, by giving examples of real experiences.
- Participate in activities regarding youth empowerment, encouraging their personal development.
Planning Team
The Planning Team of Agora 2025 is formed by Rovers and is composed of:

Dates and Venue
The Agora 2025 will take place at Centro Gesuiti At Anton Luli, in beautiful surroundings just outside Tirana, Albania, from April 9 to April 13, 2025. Accommodation and meals will also be arranged at the venue. Participants will be accommodated in shared rooms with other participants.
Arrivals are expected on Wednesday, April 9, around late afternoon, and departures are expected on Sunday, April 13, around lunch. The closest airport to the venue is Tirana International Airport (TIA), which can also be reached by bus. Exact arrival and departure times will be shared with confirmed participants in the information letter, along with other travel information. Please only arrange your travel once we have confirmed your participation via email following the registration deadline.
Participants’ Profile
The Agora 2025 is open to Rovers (Age 16-24 by the time of the event) from the European Scout Region. An interest in the topic of youth empowerment is recommended. Participants are not expected to serve in specific roles prior to or following the event, but are expected to prepare before the event their knowledge around the Rover programme and Rover and youth empowerment initiatives/best practices in their NSO/NSA to be able to share with other participants.
Due to the venue's limited capacity, we can guarantee one participant per NSA or NSO only before the registration deadline. Any remaining spots will be divided to ensure the Region's diversity is represented at the event. Therefore, International Commissioners might be asked to shortlist fewer endorsed registrations from their NSA/NSO after the deadline. If your NSA/NSO has a preference for who your guaranteed participant is, please let us know via email as soon as possible.
Language
The working language of the Agora 2025 is English to facilitate all exchanges among participants. Being able to communicate in that language effectively is essential to participate.
Participation Fee
The participation fee is 225 EUR. This will cover accommodation, meals, and coffee breaks, as well as the programme and venue facilities.

Registration
Interested participants are requested to register via Smartsheet by March 2 2025. All participants must be endorsed by the International Commissioner of the NSO/NSA (This will be requested automatically).

Priority will be given to having the largest number of countries represented but no less than 1 participant per NSA/NSO. NSOs/NSAs might be asked to prioritise their registrations to ensure the diversity of the Region is represented at the event.
Following the registration deadline and upon endorsement from the International Commissioner of the NSO/NSA confirmed participants will receive a confirmation email and information letter. Please start booking your travel only once we have confirmed your participation.
Visa and Travel Arrangements
Confirmed participants will be responsible for making their travel arrangements. Please DO NOT book your flights/trains/busses before receiving a confirmation letter from the European Scout Region, in which more information about the logistics will be provided. Please let us know in the event’s online registration form if you need a visa to access Albania.
Insurance
The European Scout Region of WOSM does not cover participants' risks during the event or travel to or from the venue. Please note that it is the exclusive responsibility of the participant’s national association to check and ensure that the participant's risks are covered by insurance (illness, accidents, repatriation, etc.).
