The position of Youth Representative shall comprise:

 

Term of Appointment:

The Youth Representative will be active for a period of three years. Terms of service shorter than this period can be agreed upon as necessary. From time to time, volunteers will be requested to formally represent the Interamerican Scout Region in specific events, activities, and matters that are important to our membership in addition to following processes around different thematic areas and or institutions. The Youth Representative shall not hold other positions at the Regional Level.

 

Attendance:

The Youth Representative will be a volunteer, supported and coordinated by the World Scout Bureau – Interamerican Support Centre (WSB-IASC), position under the oversight of the Interamerican Scout Committee related to advocacy & partnerships, and when necessary may take part in the Advocacy and Partnerships working group online or offline meetings.

 

Working Relationship:

The Youth Representative will work closely with the Youth Representative Coordinator and the WSB-IASC, supported by the member of the Interamerican Scout Committee responsible for the strategic oversight of the Youth Representatives.

 

Reporting:

The Youth Representative will report to the Youth Representative Coordinator, which includes reporting on all relevant process development, event attendance (within two weeks) and inform the above-named positions if the duties of this role can no longer be fulfilled in the given period.

 

Purpose:

  • Deliver advocacy efforts of the Interamerican Scout Region ngaging with relevant external stakeholders to positively influence decision-making processes in our Region.
  • Actively stay in contact with key external stakeholders agreed with the Youth Representatives Coordinator and the WSB-IASC, reporting to the Interamerican Scout Committee.
  • Position World Scouting, and particularly the Interamerican Scout Region, as the world’s leading educational youth movement.

 

Duties and Responsibilities:

  • Ensure proper, regular, and consistent representation of the Interamerican Scout Region in International Conferences, Summits, and similar processes relevant to our mission, under positions agreed in advance with the Interamerican Scout Committee in the Advocacy Briefings, or with the Youth Representatives Coordinator.
  • Present annually a work plan to the Youth Representatives Coordinator including the main objectives, events, and actions for the year.
  • Develop thematic advocacy briefings to be approved by the Youth Representatives Coordinator and the Interamerican Scout Committee to guide their actions on these respective themes.
  • Identify new regional processes where Scouting can contribute and engage with them, with the approval of the Youth Representatives Coordinator in coordination with the WSB-IASC.
  • Follow-up on technical work with partners.
  • Work together with the WSB-IASC communications team or others, as necessary to achieve the goals of their work plan.
  • Attend the capacity building sessions as well as the mandatory regular meetings, as agreed in the work plan.
  • Work following the Interamerican Scout Region’s Constitution, WOSM’s Position Papers, and in accordance with the Global and Regional Advocacy and Partnerships Strategies.
  • All formal statements, communications, and decisions made on behalf of WOSM must be previously approved by the Youth Representatives Coordinator in coordination with the WSB-IASC and/or the member of the Interamerican Scout Committee oversighting the Youth Representatives.
  • Representation of WOSM in external events must have prior approval of the Youth Representatives Coordinator and the WSB-IASC, informing the member of the Interamerican Scout Committee oversighting the Youth Representatives.
  • Ensure a complete and satisfactory handover of information, contacts, duties, and responsibilities at the end of of the term, including training and guidance to an incoming representative

 

Performance Review:

A performance review is conducted annually by the Youth Representatives Coordinator, in coordination with the WSB-IASC and the member of the Interamerican Scout Committee oversighting the Youth Representatives.

 

WOSM Support:

  • To be supported technically and financially based on the budget available and the priorities defined.
  • To grant the autonomy to act on behalf of WOSM in discussions in accordance with WOSM positions and agreements reached with the ISC member that oversees the Youth Representatives, the WSB-IASC, and the Youth Representatives Coordinator.
  • To align between all Regions and WOSM youth Representatives to make sure we are using the same guidelines across the world.

 

Expected Outcomes:

  • To ensure WOSM interests and positions are taken into account externally.
  • WOSM being recognised as the world's leading educational youth movement in the Region.
  • Leave an installed capacity in the Region to show or portray our mission in the international arena.
  • Personal growth of the involved Youth Representative.
