A delegation from The General Association of the Scouts of China (TGASC) joined a signing ceremony for the 17th World Scout Moot at World Scouting’s headquarters in Kuala Lumpur, Malaysia, marking a new milestone in the preparations for the 2029 event. The Host Organization Agreement was signed by David Berg, Secretary General of World Scouting, and Allen Kul-Lun Kao, Chief Commissioner of TGASC, during a ceremony that was attended by staff from the World Scout Bureau and representatives of TGASC.
The event in Taiwan is expected to welcome participants from all 176 National Scout Organizations worldwide, with an estimated 5,000 participants, demonstrating TGASC’s commitment to engaging young people and volunteers in educational activities focused on personal development, global citizenship, and intercultural and international dialogue.
The agreement signing symbolises the establishment of a strong partnership between the TGASC and World Scouting, laying a foundation for the event’s governance, coordination, and overall preparation. Both parties will continue to work closely together to advance efforts in making the 2029 World Scout Moot an inspiring and inclusive youth event.

President Lai Ching-te, who also serves as the Chief Scout of TGASC, spoke recently at the 115th National Scout Day Celebration stating that the Scout Movement has long upheld the spirit of “doing a good turn daily” and “serving society,” and that hosting the 2029 World Scout Moot in Taiwan is an important achievement made possible through the collective efforts across sectors. The President also pledged the government’s full support for TGASC in organising the world-class event.
Allen Kao, Chief Commissioner of TGASC, stated that Taiwan has received strong support from National Scout Organizations at the 43rd World Scout Conference held in 2024, securing the opportunity to host the 2029 World Scout Moot. “Hosting the Moot again after the 2004 edition is both an honour and a mission. We are excited to bring Scouts together from around the globe, and are committed to the preparations with a high sense of responsibility and action, allowing the world to see Taiwan while also enabling Taiwan’s youth to build deeper friendships and stronger cooperative ties with the global community through the World Scout Moot, thereby enhancing their international outlook and capacity for action.” TGASC will continue to work closely with World Scouting, as well as with central and local governments, Scout partners at home and abroad, across all sectors of society in preparing for the event.
“By working together with TGASC and government partners, we can deliver an international event in Taiwan that reflects the values of the Scout Movement, promotes international and cross-cultural exchange among young people, and creates opportunities for Scouts to experience the adventure of a lifetime,” said World Scouting Secretary General David Berg.
Held every four years, the World Scout Moot is a global event for Scouts aged 18 to 26, bringing together Rover Scouts and young leaders from around the world for 10 days of outdoor adventures and education through pathways that enable participants to develop new skills and learn how to take action as global citizens to contribute to their communities.
