At the beginning of the triennium and in response to Resolution 2024-02, the World Scout Committee (WSC) appointed a Task Force to conduct a comprehensive review of WOSM’s fee structure and propose an updated registration and event fee model for Member Organizations. Details about the Task Force and its work related to the proposed fee model are available on Treehouse.
The WOSM Registration Fee Task Force has conducted extensive consultations with National Scout Organizations (NSOs) across all regions, including during the five recent Regional Scout Conferences, as well as through focus groups and one-on-one conversations. The outcomes of these consultations were communicated to NSOs in December 2025.
After reviewing and incorporating feedback from NSOs, World and Regional Scout Committees, and current and future event hosts, the Registration Fee Task Force is pleased to share the proposed WOSM Registration Fee model, which comprises both WOSM registration and World Scout event fees.
The proposed model aims to distribute contributions more fairly across the Scout Movement, but without increasing World Scouting’s annual income. Under the model, registration fees are calculated using the latest economic data (based on Gross National Income, GNI) and membership data reported in the most recent census. These data sources ensure that fees more accurately reflect the economic and membership realities of NSOs.
Built into the model are a number of protections and safeguards, including registration fee caps, rolling averages, and a five-year transition period. These protections will allow any changes in registration fees to be introduced gradually over time and give NSOs the opportunity to plan ahead financially and operationally for those changes.
To support NSOs to better understand the proposed fee model, and calculate their registration fees, the Task Force has developed a number of tools, resources and supporting materials that are now publicly available to Member Organizations. These include:
- An online calculator tool for NSOs to calculate their proposed registration fees, including both technical and non-technical descriptions of the logic behind the model, and a simulator to test the impact of membership growth on registration fees.
- A series of videos that help to explain why the registration fee model is being updated, the outcomes of consultations with NSOs, how the model works, and the impact of registration fees on World Scout event fees.
- A set of frequently asked questions and answers to provide additional information about the proposed registration fee model and changes to World Scout event fees.
For an organisation and movement of our size and diversity, there is no one-size-fits-all approach. Under the proposed model, some NSOs will see fee increases, while others will see fee decreases, but we believe strongly that this is a fair approach for our membership.

In mid-May, the Task Force will also run a series of technical briefings through online campfires where NSOs can also learn more about the proposed model and ask questions. NSO leadership can register to join one of the following technical briefings through the links below:

Following the technical briefings, the Task Force will present the proposed registration to the World Scout Committee for approval. Based on the feedback received, the Committee may decide to initiate a postal ballot referendum on the proposed fee model between July and September, rather than presenting it to the World Scout Conference in 2027.
This approach would allow the new fee system to be implemented from the 2026-27 financial year, rather than waiting two more years. More details about the envisioned approval and voting procedures are provided in the online FAQs.
