GLB-C22-2026

Dear friends,

The World Scout Conference conducts its business according to a set of agreed Rules of Procedure. Article XII.5 of the WOSM Constitution requires these Rules of Procedure to be formally recorded and adopted ahead of the Conference.

The World Scout Committee (WSC) approved the proposed Rules of Procedure for the 44th World Scout Conference at its meeting in September 2026, and we are pleased to release them to Member Organisations through the event’s website.

The proposed Rules of Procedure build on lessons learned from the 2024 Conference and include changes to improve and clarify existing processes and ensure alignment with the WOSM Constitution. All proposed changes have been highlighted in the proposed Rules of Procedure document, and a one-page summary with key changes is available as an annex – along with other related documents – in English, French, Spanish, and Arabic.

For Member Organizations interested in learning more about the proposed Rules of Procedure, two webinars will be held on 31 October 2026, at 09:00 UTC and 13:00 UTC. Register for the session that suits you best via the following links: Session 1, Session 2. Both sessions will be conducted in English with interpretation available in French, Spanish, and Arabic.

As set out in Article XI.4 of the WOSM Constitution, an electronic referendum will follow in November 2026, inviting Member Organizations to vote on whether to adopt the proposed Rules of Procedure.

If you have any questions, please contact Winnie Marutle Joseph, Director Legal and Institutional, with the World Scout Bureau by email at [email protected].

Yours in Scouting,

David Berg
