We are pleased to announce the opening of the membership reporting cycle for National Scout Organizations (NSOs). Maintaining good standing within World Scouting requires all NSOs to fulfil their constitutional membership obligations on an ongoing basis. These requirements are mandatory because they promote accountability, transparency, and a safer experience for all in Scouting.
Each NSO – including Federations and each of their National Scout Associations – is requested to review, update, and submit the required information through the Members Portal. NSOs that require access to the Members Portal or support with updating user access may contact [email protected].
Annual Reporting and Safe from Harm Requirements
To fulfil the annual reporting and Safe from Harm submission requirements, please ensure the following information is submitted or is up to date on the Members Portal by 1 October 2026.
- Contact information: Review and update your organisation’s contact details and appointees list.
- Census: Submit your membership statistics and estimated beneficiaries, as of 31 December 2025.
- Reports: Upload your 2025 annual activities report and financial statement.
- Safe from Harm: Appoint a Safe from Harm coordinator and upload your National Safe from Harm Policy and safeguarding reporting procedure, and ensure your national Safe from Harm self-assessment has been completed within the past three years from the date of the report from the regional panel review.
We would also like to take this opportunity to remind NSOs of their additional membership obligations under the WOSM Constitution, including the payment of annual membership fees and the approval by the Constitutions Committee of amendments to their NSO Constitution relating to Chapters I and III of the WOSM Constitution.
This information is vital for World Scouting to stay connected with its members and to better understand growth trends, activities, governance, and safeguarding efforts for young people and adults. Furthermore, these membership requirements help advance the aims of the Strategy for Scouting, ensuring organisations remain fit for purpose. Higher rates of compliance also enable World Scouting to provide more tailored support and services to our members.
NSOs must be compliant with membership obligations for at least the previous year’s reporting cycle to be eligible for grants and receive funding from World Scouting. This ensures that we can meet the reporting, monitoring, and evaluation standards required by partners and donors.
