Dear friends, 

We are pleased to announce the opening of the new cycle for National Scout Organizations (NSOs) to submit annual reporting to World Scouting. The constitutional membership requirements for annual reporting and Safe from Harm are mandatory, as they promote accountability, transparency, and a safer experience for all in Scouting. 

Each NSO – including Federations and each of their National Scout Associations – must update or submit the following information via the Members Portal by 1 October 2025:  

  • Contact information: Review and update your organisation’s contact details and appointees list. 

  • Safe from Harm: Appoint a Safe from Harm coordinator and upload your National Safe from Harm Policy and Safeguarding Reporting Procedure. 

  • Census: Submit your membership statistics and estimated beneficiaries, as of 31 December 2024. 

  • Reports: Upload your 2024 annual activities report and financial statement. 

This information is vital for World Scouting to stay connected with its members and to better understand growth trends, activities, and safeguarding efforts for young people and adults. Furthermore, annual reporting helps advance the aims of the Strategy for Scouting, ensuring the organisation is fit for purpose. Higher rates of reporting also enable World Scouting to provide more tailored support to its members.

In addition to the above requirements, NSOs that have not completed their Safe from Harm self-assessment must also do so following these guidelines

NSOs must be fully compliant with annual reporting requirements for at least the previous year’s reporting cycle to be eligible for grants and receive funding from World Scouting. This ensures that World Scouting can meet the reporting, monitoring, and evaluation standards required by partners and donors.  

NSOs not in full compliance will not be eligible to apply for new funding. NSOs that have not fulfilled the Safe from Harm reporting component must also demonstrate active engagement with World Scouting’s Safe from Harm Service in working towards meeting this obligation.
