Dear Colleagues,

Greetings from the Asia-Pacific Region of the World Organization of the Scout Movement!

On behalf of the APR Educational Programme Sub-Committee, we are pleased to invite your National Scout Organization (NSO) to participate in the APR Virtual Town Hall Series for National Youth Programme Commissioners (NYPCs).

This initiative supports the implementation of the APR Plan 2025–2028, particularly under the strategic priority of Innovate Education (KPIs 1.2 and 1.3), and aims to strengthen the delivery and impact of the Youth Programme across the Asia-Pacific Region.

 

Background and Rationale

The Asia-Pacific Region is home to a very diverse NSOs, each implementing the Youth Programme within unique cultural and operational contexts. While regional conferences and formal meetings provide strategic direction, there remains a need for a more regular and informal platform for peer exchange, shared learning, and practical collaboration.

To this regard, the APR Educational Programmes Sub-Committee is launching a Virtual Town Hall Series dedicated to NYPCs and national-level programme leaders, to facilitate ongoing dialogue and mutual support.

 

Purpose of the Town Hall Series

The Town Hall Series aims to:

  • Provide a structured yet informal platform for peer-to-peer dialogue

  • Facilitate the sharing of good practices, tools, and innovations in Youth Programme delivery

  • Identify common challenges and priority areas for capacity building across NSOs

  • Strengthen alignment with the World Youth Programme Policy and APR regional priorities

  • Foster a sustained and collaborative community of practice among NYPCs

 

Format and Modality

Date: 18 April 2026

Time: 14:00 – 16:00 (UTC+8)

Modality: Virtual (platform details will be shared with registered participants)

Each session will include: 

  • A brief framing from the APR Educational Programmes Sub-Committee

  • 1–2 spotlight presentations from participating NSOs

  • Moderated open dialogue and peer exchange

  • A summary of key insights and proposed follow-up actions

Indicative themes may include: Youth Programme review and renewal; climate and sustainability integration; safeguarding; digital programme innovation; badge and recognition systems; youth engagement mechanisms; impact measurement; and the integration of the Sustainable Development Goals (SDGs) into the Youth Programme.

This Town Hall marks the first in a continuing series, with up to four sessions planned annually.

 

Participation and Registration

Each NSO is requested to nominate:

  • The National Youth Programme Commissioner, and

  • Key commissioners, national-level volunteers, or full-time staff responsible for the Youth Programme

Expected Outputs and Outcomes

Outputs: 

  • A series of virtual town hall sessions (up to four per year)

  • Post-session summary notes capturing key insights and recommendations

Outcomes: 

  • Strengthened collaboration and networking among NYPCs

  • Improved coherence and quality of Youth Programme implementation across the region

  • Identification of regional support needs and capacity-building opportunities
