With one month before the start of the Conference and preparations turning to implementation, we’re excited to send the last circular before meeting you in Vienna. We would like to inform you that this email will also be sent to the Heads of Delegations, as some pieces of information are very valuable for them.
If you haven’t done so yet, we would like to encourage you to check the agenda available on the Conference website, which now also includes a brief description on what to expect from each session. We have also created a Frequently Asked Questions section under Contact Us for common inquiries.
Bidders for the European Scout Conference
In response to the Call for Member Organizations to host the next European Scout Conference, four bids were received from Guidisme et Scoutisme en Belgique (Belgium), Federazione Italiana Dello Scautismo (Italy), the Scout Association of Macedonia (North Macedonia) and Federación de Escultismo en España (Spain).
The following information is an overview of their proposals which will also be presented in plenary on 22 July 2025.
The complete bid document is available as Conference Document 10. The vote in plenary on the bids will be held on 23 July 2025.
Stay informed with our Conference WhatsApp Community
To help you stay up to date during the 25th European Scout Conference, we’ve set up a WhatsApp Community (English) as a one-way communication channel for all participants.
Through this channel, we’ll share important logistical updates, reminders, well-being tips, and emergency information throughout the event.
Please note that this is a broadcast-only channel — the group managers will not respond to individual messages. Contact details for specific support or inquiries will be shared in due time.
We encourage all delegates to join to ensure you don’t miss any key announcements.
Set-up and online test of the e-voting system
As part of our preparations for the upcoming European Scout Conference, all Heads of Delegation will soon receive an invitation to access the WOSM e-voting platform via their registered email addresses.
To ensure a smooth and successful voting experience during the Conference, we will host an online test session on 7 July at 19:00 CEST. This session will allow participants to explore the platform, test the system, and ask any questions they may have.
We strongly encourage all Heads of Delegation to attend this session to become familiar with the platform ahead of the Conference.
Appointing a Proxy: submission form and deadline
Although the 25th European Scout Conference will take place in person in Vienna, Austria, Article 4e of the Rules of Procedure permits Member Organizations unable to attend to delegate their vote via proxy.
If your Member Organization will not be present and would like to exercise its voting rights, the official contact person must complete the Appointment of Proxy Form to designate another Member Organization to vote on your behalf.
Please send the completed form to [email protected] before the first business session, which is scheduled for Sunday, 20 July 2025.

Provisional appointment of tellers
Further to article 3.d of the Rules of Procedure of the 25th European Scout Conference, the European Scout Committee provisionally appointed the following three individuals to serve as Tellers for the 25th European Scout Conference.

Upcoming Conference pre-engagement
Elections framework: Fair, Safe, and Inclusive Elections
This session will present the election framework for the upcoming conference. We will discuss how the election process is designed to be fair, safe, and inclusive, ensuring equal opportunities for all candidates. Key topics will include the Competency Matrix, which outlines the skills and qualities sought in candidates, as well as a preview of how interactions and candidate sessions will be created during the Conference.

Join us for a session where you can get to know the candidates running for election. Each candidate will introduce themselves and share their vision and motivation for the role. Following the introductions, we will address key questions to help you better understand their perspectives, goals, and qualifications. This is your opportunity to engage with the candidates, gain insights into the Conference, and inform your voting decision.
