Announcing Candidates for the European Scout Committee, 2025-2028
We are pleased to announce the candidates standing for election to the European Scout Committee for the 2025–2028 term. As the election process begins, we remind everyone, regardless of their role, to follow the Code of Conduct for Elections and help ensure a fair, safe, and inclusive campaign environment.

Save the date - Delegation Listening Ear Training
In preparation for the 18th European Guide and Scout Conference, we are offering an online Listening Ear training session to support delegations in creating safe and supportive environments for their members. The aim is to equip Member Organizations with the tools to provide Listening Ear support within their own delegations. The session will introduce the Listening Ears provision, explain its core principles, explore how to implement it at the delegation level, and clarify the process for escalating concerns to the conference team. We encourage all delegations to take part and ensure their teams are well-prepared to offer this essential support.

Regional Treasurer Report
With this Conference circular, we also release the Treasurer’s Report for the 2022–2025 Triennium, submitted to the 25th European Scout Conference. This report is not just a financial summary; it is a record of how our Region navigated an exceptionally dynamic period marked by geopolitical challenges, an extraordinary UNICEF-funded initiative (UAct), and continued adaptation following the COVID-19 pandemic.
Announcement of provisional appointment of members of the Resolutions Committee and its Chairperson
Further to article 3.e of the Rules of Procedure of the 25th European Scout Conference, the European Scout Committee provisionally appointed the following four individuals to serve as members of the Conference’s Resolutions Committee:
- Coline Garnier, Fédération du Scoutisme Français, France
- Mateusz Jarnik, Związek Harcerstwa Polskiego, Poland
- Elisaveta Lukanovska, Сојуз на извидници на Македонија, North Macedonia
- Jens Mårtensson, Scouterna, Sweden
Jens Mårtensson will serve as its Chairperson and rapporteur.
Draft Resolutions proposed by Member Organizations
In line with article 6.1 of the Rules of Procedure of the 25th European Scout Conference, seven proposals for draft Resolutions were submitted by Member Organizations. Based on articles 6.2.a and 6.2.b of the Rules of Procedure, the Resolutions Committee considered the proposals and verified that they complied with the provisions of the Conference’s Resolutions and Amendments Guidelines. Following exchanges with proposers, the Resolutions Committee recommends 7 draft Resolutions to be tabled for consideration by the 25th European Scout Conference. They are published as draft Resolutions 2025-R05, 2025-R06, 2025-R07, 2025-R08, 2025-R09, 2025-R10, and 2025-R11 in Conference Document 7.
We would like to remind you of the draft Resolutions proposed by the European Scout Committee. These were published as draft Resolutions 2025-R01, 2025-R02, 2025-R03, and 2025-R04 in Conference Document 3.
Before submitting a proposal for a draft Amendment of tabled draft Resolutions, you may wish to carefully read relevant provisions of the Rules of Procedure of the 25th European Scout Conference as well as of the Conference’s Resolutions and Amendments Guidelines. Proposals for draft Amendments shall be submitted no later than 22 July 2025 09:00 AM CEST using this template.

Proposed draft Resolutions: Overview & Discussion
This session is designed to familiarise Member Organizations (MOs) with the proposed draft Resolutions before the Conference. We will provide an overview of each proposal, followed by a discussion space for feedback and questions.
Additionally, we will recap the process for submitting draft amendments, ensuring that all delegates understand how to effectively engage with the draft resolutions.
