As the 43rd World Conference approaches, we wish to remind all Member Organizations about the World Scout Committee policy concerning payment of registration fees, which has a direct impact on the membership rights of Member Organizations.
The Committee recognises the exceptional circumstances of the past few years, during which certain Member Organizations have struggled to recover financially from the impact of the global COVID-19 pandemic. As such, the World Scout Bureau has reached out directly over the past period to provide Member Organizations with tailored support and offer additional time to settle their registration fee through payment plans.
The WOSM Constitution outlines the obligation of Member Organizations to pay fees to maintain membership rights in Articles VIII and XI. All Member Organizations that are still pending payment of their registration fees are kindly reminded that a loss of certain membership rights may result as a consequence of non-payment. An immediate consequence is the automatic provisional suspension of WOSM membership.
Further details are outlined in the WSC’s policy concerning payment of registration fees, an excerpt of which is outlined in the table below.

If the current fiscal year registration fees (i.e. those invoiced in October 2023) are not paid by 1 February 2024, Member Organization will lose certain rights as defined on the right in Exhibit 1 of the policy. |

If the previous fiscal year registration fees (i.e. those invoiced in October 2022) are not fully paid within one year of invoice date [i.e. by 1 October 2023], Member Organization will lose all rights and privileges of WOSM Membership, including those listed on the right and in Exhibit 1.

In summary, in the absence of prior confirmation from the World Scout Bureau for the postponement or remission of fees due, this means for the upcoming World Scout Conference:
Any Member Organization that has not paid their current year’s registration fee by the time of the Conference will be provisionally suspended from WOSM membership and forfeit their right to:
nominate a candidate for election as a World Scout Committee member.
receive any grants or financial support from WOSM, including Solidarity Operation funding to attend the Conference.
endorse individuals to be part of the open call for volunteers for the 2024-2027 Triennium.
In addition to losing the above rights, any organisation that has not paid their previous year’s registration fees brought forward to the current year will further forfeit their right to:
be represented at the Conference (meaning the whole delegation will only have observer status).
vote at the World Scout Conference.
be an approved bidder for an upcoming World Scout event.
To avoid provisional suspension of WOSM membership and the loss of membership rights, Member Organizations still pending payment of their registration fees must contact the World Scout Bureau to discuss postponement or remission of fees, or make their registration fee payment that reaches the World Scout Bureau bank account details below before the formal opening session of the 43rd World Scout Conference (09:00 UTC on 17 August 2024). Please note that partially paid fees will be applied to the oldest invoices first.
Kindly note that upon full payment of registration fees, all rights and privileges that were taken away due to non-payment will be automatically reinstated.
