The Global Support Assessment Tool (GSAT) is a capacity-building tool and quality standard that helps National Scout Organizations (NSOs) achieve international best practices in governance and program quality. It enables Member Organizations to assess their compliance with Scouting's highest standards across ten key dimensions, from institutional requirements to growth potential.

From 27 to 28 August 2025, Scout Association of Hong Kong (SAHK) underwent its GSAT Version 3.0 assessment. Ably led by Chief Commissioner Dr. Wilson Lai and Chief Scout Executive Ms. Evita Lee, a dedicated team of commissioners and professional staff presented evidence against 105 criteria for organizational excellence. The assessment was conducted by WOSM Consultant Malcolm BH Tan, with guidance from WOSM Consultant Christopher Bates.
This was SAHK's third assessment, following one under the previous GSAT version in 2022. Chief Commissioner Dr. Lai shared that his team values the process for its ability to identify potential gaps in their mission to deliver better Scouting for more young people. It also helps showcase organizational strengths, serving as a springboard for building stronger relationships with institutional partners.

This activity followed shortly after SAHK's successful Safe from Harm assessment, conducted by WOSM Consultant Eric Lam Haw Ju on 8 August 2025.
