The Mauritius Scouts Association has completed its GSAT Assessment and National Executive Committee induction, strengthening its focus on good governance, organisational development and effective leadership.
The Mauritius Scouts Association (MSA) recently brought together members of its National Executive Committee (NEC) and National Scout Board (NSB) for a journey of assessment, reflection and learning aimed at strengthening the organisation for the future. Conducted in August 2026 with support from the World Scout Bureau, Africa Support Centre.

The assessment provided an opportunity to take an honest look at the NSOs governance, policies, systems, documentation and ways of working. Members of the NEC and NSB reviewed evidence together, discussed key questions and identified both areas of progress and gaps requiring further attention. The process highlighted the importance of clear responsibilities, strong documentation, evidence-based decision-making and, critically, ensuring that policies are put into practice rather than remaining on paper.
Following the assessment, an induction for members of its National Executive Committee was held. The sessions focused on their roles, responsibilities, commitments and expectations as leaders of the Association. This helped establish a shared understanding of collective responsibility and the importance of working together as one leadership team in service of young people and the Scout Movement.

For MSA Chief Commissioner Pascal Speville, the process provided clarity on both the Association's progress and the work ahead.
GSAT was a health check for our organisation. The assessment helped us understand where we are, but the real work begins after the assessment. Our responsibility now is to turn the findings into action and ensure that our policies, systems and commitments move from drafts to implementation.

The assoicition is will now focus on translating the findings into measurable improvements. The next phase will include developing and implementing an improvement roadmap, strengthening governance and documentation, clarifying responsibilities and addressing the gaps identified through the assessment.
