World Scouting announced today that Héctor Carrer has been awarded the Bronze Wolf, Scouting’s highest honour, for his extraordinary service and dedication to the Scout Movement nationally, regionally and internationally. Héctor began his involvement in the Scout Movement in 1978 at the age of 16 in Buenos Aires, Argentina, and obtained his Wood Badge as an adult Leader in 1984.
At the national level, Héctor joined the national programme team of the Asociación de Scouts de Argentina (ASA) in 1987 and went on to serve as National Program Commissioner from 1989 to 1993 where he collaborated in the production of an educational project for the new association, eventually forming Scouts de Argentina Asociación Civil and marking a historic milestone for the Argentine Scout Movement.
In 1998, Héctor became the National Programme Director for Scouts de Argentina where he coordinated the participation of the National Scout Organization in a regional working group to create new Scouting handbooks for young people and volunteers. In the following years, Héctor began working internationally as an executive for the World Scout Bureau, as part of an extensive period of service in which he actively contributed to the development of Scouting throughout the Interamerican Region.
As a leading and respected expert in Scouting’s educational methods and the Youth Programme, Héctor served as a member of WOSM’s sub-committee for Educational Methods between 1999 and 2002, and more recently contributed to various projects at the world level by producing foundational materials and methods used in the development of the new Guide to Youth Programme in Scouting (GPS) and being part of the delivery of the recent World Scout Academy. The GPS now allows National Scout Organizations to easily update their Youth Programmes to better reflect local realities and involve youth members in the process.
Héctor’s wealth of knowledge about formal and non-formal education within the Scout Movement, together with more than 40 years of outstanding service and contribution at all levels of Scouting, make him a most deserving recipient of the Bronze Wolf Award.
