KUALA LUMPUR, 22 October 2026 – World Scouting and Malaysia's Ministry of Education today renewed their host country agreement, strengthening a long-term strategic partnership that reflects a shared commitment to equipping young people with the skills, values, and learning opportunities needed to thrive as leaders and active citizens.

Since establishing its global headquarters in Kuala Lumpur in 2014, World Scouting has made Malaysia a hub for youth education and youth development. During this period, World Scouting‘s membership grew by over 40% worldwide and today supports more than 60 million Scouts across 176 National Scout Organizations through educational programmes, leadership initiatives, and international Scouting events.

The renewed agreement will strengthen collaboration between World Scouting and the Ministry of Education to expand Scouting's reach and impact globally, while working together on joint initiatives that will benefit young people across Malaysia and the wider Asia-Pacific region.

Over the years, World Scouting has benefited from the strong support of Persekutuan Pengakap Malaysia, the country's National Scout Organization, a valued partner in establishing the global headquarters in Kuala Lumpur and strengthening Scouting's impact for young people across Malaysia.

The signing ceremony took place at the Ministry of Education headquarters in Putrajaya and was attended by Yang Berhormat Datuk Seri Fadhlina Sidek, Minister of Education, David Berg, Secretary General of World Scouting, senior representatives from the Ministry of Education, as well as Datuk Mohd Zin Bidin, National Chief Scout, and Norma Noordin, International Commissioner of Persekutuan Pengakap Malaysia.

“The renewal of this agreement demonstrates Malaysia’s continued commitment to the mission of WOSM. It offers a valuable chance to strengthen youth leadership, volunteerism, and non-formal education, allowing more young people in Malaysia and across the Asia-Pacific region to contribute significantly to their communities,” said Malaysia’s Minister of Education, Yang Berhormat Datuk Seri Fadhlina Sidek.

Reflecting on Kuala Lumpur’s appeal as a hub for international organisations with global reach, David Berg, Secretary General of World Scouting, said: “Malaysia has been home to Scouting’s global headquarters for more than a decade. This renewed agreement reflects our continued partnership with the Ministry of Education and the Malaysian Government. By working together, we can expand opportunities for Malaysian youth to experience Scouting’s education programme and develop the skills needed to become active citizens and leaders of positive change in their communities."

The renewed agreement represents a significant milestone for the World Scout Bureau and reaffirms the World Organisation’s long-term commitment to Kuala Lumpur as the home of the Scout Movement’s global headquarters.
