The World Scout Committee is proud to share that its highest honour, the Bronze Wolf,  has been awarded to three outstanding individuals for their leadership to the global Movement and dedication to making Scouting more accessible, impactful, and inspirational. Together, they exemplify the transformative power of Scouting, leading by example to build a brighter future for generations of young people around the world.

 

Edward Andrew “Andy” Chapman (United States of America)

Andy Chapman has been awarded the Bronze Wolf for his remarkable leadership and dedication to World Scouting, particularly during some of the most critical and transformative periods in the Movement’s recent history.

Andy was twice elected to the World Scout Committee, first in 2017 when he served as Vice-Chairperson and then again in 2021, when he became its Chairperson. Under his stewardship, Andy helped guide the Movement through unprecedented challenges of the COVID-19 pandemic and the complex delivery of the 25th World Scout Jamboree in the Republic of Korea. He also oversaw the period during which World Scouting’s new vision was brought to a successful close and its Strategy for Scouting was developed, providing a clear roadmap for the next decade. 

As the youngest person to serve as Chairperson of the World Scout Committee, he led by example and as an inspiration to others and was a strong advocate for empowering young people, namely as an active promoter of the International Leadership Training programme. Throughout his term, Andy visited countless National Scout Organizations, offering support and strengthening relations with Scouting’s leadership. He represented the Movement at major events around the world, including Regional Conferences, Regional Jamborees, and JamCams, fostering deeper connections between Scouts and adult leaders.

Originally from Louisiana, Andy's Scouting journey began at the age of six. He later achieved the rank of Eagle Scout and served as an adult Scout leader. Nationally, he became a Council Advisor for Scouting America’s Order of the Arrow, the honour society of Scouting in the United States, and a staff member for Wood Badge training courses. He also led contingents at global events, including the World Scout Moot in Iceland and the Eurasian Jamboree in Georgia.

Andy, an accountant by trade, continues to serve the Movement as a member of Scouting America’s International Committee and is also a member of the World Scout Foundation’s High Value Donor Fundraising Committee. He was also recently recognised with a Silver Buffalo Award, the highest recognition awarded by Scouting America. 

 

 

 

Dr. Ie Bin Lian (Scouts of China)

Dr. Ie Bin Lian has been awarded the Bronze Wolf in recognition of his decades of outstanding service to the Scout Movement and his dedication to empowering young leaders in decision-making positions at national, regional, and global levels.

For more than 20 years, Dr. Ie Bin has been a prominent presence at world Scout events, serving in leadership capacities and as a representative of his contingent at Jamborees, Moots, and Scout Conferences. Underscoring his longstanding commitment to quality and accountability in Scouting, Dr. Ie Bin served as a WOSM Consultant, where his expertise supported the delivery of services to National Scout Organizations in the Republic of Korea and Nepal. He was also a facilitator for the Global Support Assessment Tool, having played a key role in developing the tool.

At the regional level, Dr. Ie Bin made lasting contributions as a member of the Asia-Pacific Regional Scout Committee, where he worked to ensure alignment between regional and global strategic priorities. He also chaired the Asia-Pacific Regional Programme Committee, was a member of several committees and sub-committees.

Dr. Ie Bin, a professor of mathematics, was also heavily involved at the Scouts of China, holding senior positions including International Commissioner, Director of the National Board, and Commissioner of the International Relationship Committee. In these roles, he worked to advance the meaningful inclusion of young leaders in Scouting.

Dr. Ie Bin continues to be an active member of the Movement, serving as a board member of the Kandersteg International Scout Centre - the first person from the Asia-Pacific Scout Region to hold that position. He is also a member of the Preparatory Task Force for the 17th World Scout Moot and a Deputy Convener for the 28th Asia-Pacific Regional Scout Conference in 2025. 

 

 

 

Dr. Wayne Davis (Ethiopia and United States of America)

Dr. Wayne Davis has been recognised with the Bronze Wolf Award for his exceptional commitment to Scouting and his dedication to supporting young people in realising their full potential. A lifelong Scout, Dr. Wayne has made significant contributions to the Scout Movement’s unity, resilience, and relevance - helping it reach more young people in meaningful and impactful ways.

Having joined the Movement at the age of six, Dr. Wayne has spent much of his time in Scouting deepening ties across the global Movement, expanding its reach and strengthening its mission. At the global level, he served his first three-year term on the World Scout Committee as the Chairperson of the Africa Scout Committee from 2015 to 2018, and was appointed again to the World Scout Committee from 2021 to 2024, helping to modernise World Scouting’s governance to make it more inclusive and representative of Scouting internationally. 

As a professional educator, Dr. Wayne made valuable contributions to the development and delivery of all four World Scout Education Congresses, using his skills and knowledge to ensure that Scouting’s educational methods remain innovative, relevant, and grounded in the realities facing young people today. Dr. Wayne also served on several strategic task forces, contributing to key areas such as humanitarian actions, membership, and fees and voting systems. 

Dr. Wayne also served as a member of the Africa Scout Committee from 2012 to 2015, followed by a tenure as its Chairperson from 2015 to 2018. In these roles, he championed the importance of youth leadership and youth development.

He continues to serve the Movement as a board member and international representative to Scouting America’s Patriots Path Council and a senior advisor to the Board of the Ethiopian Scout Association.
