WOSM Registration and World Events Fees
This page brings together key information to help National Scout Organizations (NSOs) understand the process that led to the referendum on WOSM’s Registration Fee Model and Event Fee Model.
Following Resolution 2024-02, the World Scout Committee appointed a Fee Task Force to carry out a detailed review of WOSM’s Registration Fee Model and propose an updated approach. The aim was to achieve a fairer distribution of fees that reflects different economic and membership realities, without increasing WOSM’s overall fee income. The proposed model was shared with all NSOs in May 2026 and discussed through consultations with NSOs across all five regions.
Following this consultation, the World Scout Committee agreed in July 2026 to launch a referendum asking Member Organizations to vote on the new Registration Fee Model and further work on the affordability and accessibility of World Scout events. Both motions were subsequently approved by Member Organizations.
Referendum for NSOs
NSOs were invited to bring the proposed referendum to their national leadership's attention. Several important resources were prepared to support the decision-making process:

Referendum results
A referendum was initiated on 20 July 2026 via a Circular sent to all NSOs through their official contact and closed on 31 August 2026.
A total of 119 NSOs submitted valid ballots for the referendum, meeting the quorum of half of all Member Organizations of WOSM needed for the vote to be considered eligible. The outcomes of the two votes included in the referendum are as follows:
- The motion to approve the proposed WOSM Registration Fee model is approved by a two-thirds majority, with 98 in favour, 13 against, and 8 abstentions.
- The motion to designate the affordability and accessibility of World Scout events a key topic of the 2027 World Scout Conference agenda is approved by a simple majority, with 113 in favour, 2 against, and 4 abstentions.
Next steps
The next steps that will affect NSOs are as follows:
- The updated WOSM Registration Fee model will take effect on 1 October 2026 at the start of the 2026-2027 fiscal year.
- NSOs will receive invoices in October 2026 reflecting their registration fee for the first year of the five-year transition.
- The current event fee categories will remain valid only for the 5th World Scout Education Congress in Singapore in 2026, the 26th World Scout Jamboree in Poland in 2027, and the 44th World Scout Conference in the United Kingdom in 2027. The new event fee categories will take effect after the 44th World Scout Conference.
- The affordability and accessibility of World Scout events will be a key topic for discussion during the 44th World Scout Conference.
