Across the Scouting Movement, a quiet but significant challenge persists: adult leaders who work in management and governance roles have historically had limited access to structured leadership development pathways designed specifically for them. Traditional training, including the Wood Badge, has largely been oriented toward delivering the youth programme, leaving a gap for those contributing to Scouting in operational, strategic, and governance capacities.

This matters because the effectiveness of any National Scout Organization (NSO) depends not just on those delivering programmes to young people, but on the strength of the systems, teams, and leaders behind the scenes. When that layer of leadership goes underdeveloped, it can limit an organisation's capacity to grow, adapt, and deliver impact at scale.

To begin addressing this gap, World Scouting, through WOSM Services, partnered with Persekutuan Pengakap Malaysia (PPM) to design and deliver the first Wood Badge course in Malaysia, tailored specifically for leaders serving in management and governance roles. The Wood Badge Basic Course (International 2025) took place from 9-10 August 2025 at Puncak Rimba, Janda Baik, Pahang, with an online induction session on 14 July 2025.

This initiative is part of World Scouting's broader strategic commitment to valuing volunteering and strengthening adult development systems across NSOs, and it represents a meaningful step forward in how the Wood Badge experience can be applied.

 

 

The course brought together 29 participants: 20 adult leaders from PPM and nine staff members from the World Scout Bureau, supported by a training and support team of 12. This mix created a shared learning environment connecting local leadership experience with global perspectives. The programme combined experiential learning with reflective dialogue, inviting participants to explore how everyday Scouting practices connect to leadership, organisational culture, and governance.

Rather than focusing solely on technical skills, the course helped participants see how operational experience shapes strategic thinking and the effectiveness of national systems. For World Scout Bureau staff, it offered a closer look at the practical realities of volunteer-led Scouting, deepening their understanding of how local practices connect to the support they provide to NSOs. The course drew on the expertise of WOSM Consultants Norma Nordin and Ekbert Yong, alongside World Scout Bureau staff from the Member Support and Corporate Services Practice Teams, blending local knowledge with global Scouting experience.

Building on this, a second edition is planned for April 2026, with increased international representation and additional participation from World Scout Bureau staff. Participants from the first cohort will continue their Wood Badge journey through on-the-job leadership practice, an advanced course, and final assignments, culminating in the awarding of the Wood Badge.

For NSOs looking to strengthen their internal leadership and governance capacity, this course offers a model worth considering. It shows that the Wood Badge can evolve to meet the full range of ways adults contribute to Scouting, while remaining rooted in the movement's core values and methods. When all leaders, not just those working directly with young people, are supported to grow, the whole organisation is stronger for it.
